TO: Honorable Mayor and Members of the City Council
VIA: Jaime M. Fontes, City Manager
BY: Adrian Biggs, Associate Engineer
Humza Javed, City Engineer
SUBJECT: University Circle Parcel Map Clean Up and Easement Acceptance Recommendation
Adopt a resolution approving the parcel map, accepting the easement for the University Pedestrian Overcrossing, abandoning the existing Public Utility Easements within the property, and authorizing the City Manager to enter into an easement agreement with University Circle Alignment with City Council Strategic Plan
This recommendation is primarily aligned with:
Priority No. 2: Enhance Economic Vitality
Priority No. 4: Improve Public Facilities and Infrastructure Priority No. 6: Create a Healthy and Safe Community
Background
City Staff has been working with the University Circle Development team on a parcel map cleanup. This clean up is not required as a part of the future development of the property, but does create a easier baseline for the future map changes. In addition, Staff has made a request of University Circle to grant an easement along University Avenue for the future pedestrian overcrossing.
Analysis
Staff has worked with the City’s consultant, CSG Engineering, to review and provide feedback on the map. The map currently includes the necessary easement for the future pedestrian overcrossing, the abandonment of Public Utility Easements within the property, and various clean up items that do not affect the form or function of the map. Currently, the Public Utility Easements do not have existing utilities nor are there future utilities proposed within Easement limits. Finally, an Easement Agreement will be necessary to capture the use and limitations of the proposed easement. This Agreement has been vetted by the City Attorneys Office and will be recorded along with the map. The Draft Agreement has been included as Attachment 3 Fiscal Impact
No fiscal impact.

The public was provided notice of this agenda item by posting the City Council agenda on the City’s official bulletin board outside City Hall and making the agenda and report available at the City’s website and at the San Mateo Co. Library located at 2415 University Avenue, East Palo Alto.
Environmental
The action being considered does not constitute a “Project” within the meaning of the California Environmental Quality Act (CEQA), pursuant to CEQA Guideline section 15378 (b)(5), in that it is a government administrative activity that will not result in direct or indirect changes in the environment.
