Alignment with City Council Strategic Plan
This recommendation is primarily aligned with:

Priority No. 4: Improve Public Facilities and Infrastructure Background
On July 3, 2018, the City Council approved Resolution 4983 authorized the City Manager to award a 3-year contract to McNabb Construction, Inc., dba, DK Environmental located at 3527 Mt. Diablo Blvd. in Lafayette, CA for maintaining the Runnymede Drainage Channel for grading and removing overgrowing vegetations including Cattails in the channel that is blocking waterflow to the pump station. The current contract will expire in September 2022.

Analysis
The Runnymede drainage channel phases I&II projects has been completed. Storm water flows through this channel from Runnymede outfall to the pump station. The City is required to establish a long-term routine maintenance program for the Runnymede drainage channel that includes grading and removal of debris and submerged vegetations including Tule, Cattails (Typha Latifolia), and other vegetations blocking water flow.

Fiscal Impact
Associated contract funding of $44,716 will be allocated from National Pollution Discharge Elimination System (NPDES) Fund (203-71500-5325).

Public Notice
The public was provided notice of this agenda item by posting the City Council agenda on the City’s official bulletin board outside City Hall and making the agenda and report available at the City’s website.

Environmental
The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” pursuant to 15378(b)(4) because it is a fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant impact on the environment.
