RESOLUTION NO. XX – 2021
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EAST PALO ALTO
APPROVING THE PLANS, SPECIFICATIONS, AND ESTIMATE FOR THE UNIVERSITY AVENUE/ 101 PEDESTRIAN OVERCROSSING PROJECT AND AUTHORIZING THE CITY MANAGER TO
ADVERTISE THE PROJECT TO SOLICIT BIDS FOR THE CONSTRUCTION PHASE WHEREAS, the University Avenue/101 Pedestrian Overcrossing Project (project) proposes to improve the connectivity for pedestrians and bicyclists as well as relieving traffic congestion for the motorists at the interchange; and
WHEREAS, the project began design in 2014 and it proposes to construct a 12-foot-wide Class I pedestrian and bicycle facility that includes a new pedestrian/bicycle overcrossing (POC) along the north side of the US 101/University Avenue overcrossing; and WHEREAS, the project also includes improvements to the northbound 101 off-ramp as well as the southbound 101 off-ramp to accommodate the POC as well as to improve traffic flow and reduce traffic conflicts; and
WHEREAS, the project was environmentally cleared in November 2017; and WHEREAS, the project is included in the City’s FY 2021-2022 Capital Budget that was adopted by the City Council at its regular meeting on September 15, 2020; and WHEREAS, construction funding for the project has been fully secured in the amount of $14,663,500 through various grant funding sources including Measure A, Federal Earmark, Stanford Recreation Mitigation, Measure W, and LPP Discretionary funds; and WHEREAS, at the February 16, 2022 meeting, the Public Works and Transportation Commission recommended City Council approval of the 100% plans, specifications, and estimate.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF EAST PALO ALTO HEREBY approves the plans, specifications, and estimate for the University Avenue/101 Pedestrian Overcrossing Project and authorizes the City Manager to advertise the project to solicit bids for the construction phase.
