STAFF REPORT
DATE: April 5, 2022
TO: Honorable Mayor and Members of the City Council
VIA: Jaime M. Fontes, City Manager
BY: Patrick Heisinger, Assistant City Manager
Greg Henry, Senior Management Analyst
SUBJECT: Amendment Five with Youth Community Service for Distribution of Gift Cards to Encourage Vaccination
Recommendation
Adopt a Resolution authorizing the City Manager to execute a Fifth Amendment with Youth Community Services, to increase the contract amount by Five Thousand Dollars ($5,000), for a new total not-to-exceed amount of Forty-Five Thousand Dollars ($45,000), to extend the term through May 31, 2022, to continue the vaccine incentive program and to authorize the incentive program for youths below the age of five (5) when a vaccine for this cohort approved by Federal Drug Administration.
Alignment with City Council Strategic Plan
This recommendation is primarily aligned with:
Priority No. 1: Enhance Public Safety and Emergency Preparedness Priority No. 5: Improve Communication and Enhance Community Engagement Priority No. 6: Create a Healthy and Safe Community
Background
The widespread, deleterious impacts of the outbreak of novel coronavirus (named “COVID-19” by the World Health Organization) continues to strain communities throughout the Bay Area and the world.
On March 17, 2020, the Council proclaimed a local emergency for COVID-19 and further authorized the City Manager to make repairs, alterations, or improvements to the City’s public facilities, take any directly related and immediate actions required by said emergency, and procure the equipment, services, and supplies for those purposes.
On July 20, 2021, following the COVID-19 Vaccination Program Regular Update agenda item, the Council authorized $25,000 in funds to be used for a vaccination gift card incentive program. Council direction was that residents should receive $50 incentive cards for completing a COVID-19 vaccination schedule.
Following review, the City Manager determined the best use of City resources would be to outsource the administration of this program. Youth Community Service (YCS) was chosen.
The City initiated a third amendment with YCS to authorize the use of the incentive program for youths between the ages of 5-16.
On December 21, 2021 the City Council authorized a fourth amendment with YCS to extend the program through the end of February 2022 and to increase the not to exceed by $15,000 which was the amount provided by the County through a grant.
Analysis
This program has supported the City's incredible increase the population percentage of vaccination. Staff are asking for a small increase in both funding and term in order to manage this program through the anticipated authorization of an under five vaccine.
Staff anticipates this will be the last amendment for this agreement due to the reduced number of residents seeking a COVID-19 vaccination at this time.
Fiscal Impact
The $25,000 cost of this program was previously authorized as an appropriation by Council.
An additional $15,000 increase to the program was funded through a grant with the County.
The additional $5,000 requested by this amendment will come from reserves.
