SUBJECT: Award of the Addison Avenue Improvement Project to Granite Rock Company Recommendation
Adopt a Resolution authorizing the City Manager to:

Execute a construction contract, in a form approved by the City Attorney, with Granite Rock Company in the amount of $1,855,908.50; establish a 20% construction contingency in the amount of $371,181.7, for a total construction budget of $2,227,090.2, and execute future change orders in an amount not-to-exceed the appropriated construction contingency.
2. Approve contract amendment number 2 with CSG Consultants, Inc. for design support services during construction in the amount of $110,330.
3. Execute any other agreements necessary for the project.
Alignment with City Council Strategic Plan
This recommendation is primarily aligned with:
Priority No. 1: Enhance Public Safety and Emergency Preparedness Priority No. 4: Improve Public Facilities and Infrastructure Priority No. 6: Create a Healthy and Safe Community
Background
The Addison Avenue Safe Route to School and Green Street Improvements Project (“Project”) includes utility and street improvements along Addison Avenue between East Bayshore Road and Bay Road.
Safe Routes to School (SRTS) San Mateo County is a countywide program that encourages and enables school children to walk and bicycle to school by implementing projects and activities that improve the health, well-being, and safety of children and result in less traffic congestion and emissions caused by school-related travel. SRTS projects create physical improvements to the streets that make walking and bicycling safer, more comfortable, and more convenient. The Addison Avenue Project includes SRTS aspects; improvements include continuous sidewalk on the west side of Addison Avenue, Class III bike lane sharrows, pavement markings, ADA curb ramps, curb extensions, and high visibility crosswalks.
Green Infrastructure is required by the San Francisco Bay Regional Water Quality Control Board, as part of the Municipal Regional Permit Program. Green Infrastructure is a stormwater management approach to capture rainwater where it falls. The approach incorporates vegetation (perennials, shrubs, trees), special soils, and engineered systems, such as, bioretention areas that slow, filter, and cleanse stormwater runoff from impervious surfaces (e.g., streets, sidewalks). Traditional drainage systems directed stormwater runoff from impervious surfaces into storm sewer systems (gutters, drains, pipes) that discharge directly into surface waters, rivers, and streams. Green Infrastructure reduces the amount of water and speed at which water discharges into surface waters, rivers, and streams. The Addison Avenue improvements include eight (8) bioretention areas. The new drainage system with green infrastructure elements will eliminate significant ponding at one low point on Addison Avenue where no drainage system currently exists. The eight bioretention areas will reduce the amount of water and speed at which water discharges into the San Francisco Bay.
The street pavement will also be reconstructed and repaired. The pavement between East Bayshore Road and Garden Street will be reconstructed due to inadequate depth of the existing subbase. The pavement between Garden Street and Bay Road will be repaired and a slurry seal will be applied. All existing signage will be replaced with new signage. New pavement markings and striping will be installed.
The existing site does not have underground storm drain and a portion of the roadway is in disrepair due to non-existence of a drainage system. A key element of this project is construction of an underground storm drain system to drain runoff in order to preserve the pavement life, as well as provide overflow drainage around the proposed bio-retention basins.
In order to successfully accomplish this, utility relocations will be needed by Palo Alto Park Mutual Water Company as well as East Palo Alto Sanitary District.
The Project was presented to the Public Works and Transportation Commission (“Commission”) at its regular meeting held on October 20, 2021. Notices were sent to the community in order to encourage attendance and receive feedback at the meeting.
On December 7th, 2021, City Council approved the projects Plans, Specifications, and Estimate and authorized the City Manager to advertise the project.
The 100% PS&E can be found on the City website under the Addison Avenue Complete Green Street page: https://www.cityofepa.org/publicworks/project/addison-avenue-complete-greenstreet Analysis
The project was advertised on February 11, 2022 for solicitation of construction bids. On March 24, 2022, sealed bids were received, publicly opened via Zoom, and read aloud by the Acting City Clerk and Public Works Engineers. Five (5) contractors submitted bids for the Project with the following bid results:
No. Company Name Total Base Bid Amount
1 Graniterock $1,855,908.50
2 Azul Work Inc. $2,088,167.80
3 Redgwick Construction Co. $2,544,833.60
4 O’Grady Paving $2,743,234.70
5 RK Engineering $3,054,135.00
The bid analysis is included as Attachment 2 to this report. The Engineer’s Estimate for the project was $2,344,396.45.
Granite Rock Company submitted the lowest base bid in the amount of $1,855,908.50. City staff performed a bid analysis, verified qualifications, and checked references for the lowest bidder.
Contingent upon completing all insurance and bonding requirements of the Contract Specifications, staff recommends that the City Council authorize the City Manager to execute a construction contract with Granite Rock Company, the lowest responsive and responsible bidder, in an amount not-to-exceed $1,855,908.50 and appropriating an additional $371,181.7 (20%) for construction contingency.
In 2019 City entered into an agreement with CSG Consultants, Inc. for the design of the project. The existing contract does not include any design support services during the construction phase. City Staff negotiated a scope and fee for design services during the construction. The construction support services include but are not limited to field design changes during construction, update to the specifications, geotechnical support services, and preparation of as-built drawings. The proposal is included as Attachment 3.
The project may require the City Manager to execute additional agreements with private parties and companies to implement the project. These may include right of entry agreements with residents to perform construction work on private property for fence relocation, agreements with Palo Alto Park Mutual Water Company for work on private laterals, and with the East Palo Alto Sanitary District to perform work on its infrastructure.
Project Schedule
Construction is planned to commence Summer 2022. The contract provides for 130 working days (approximately six months) after notice to proceed to complete the project. Appropriate construction signage will be installed prior to project commencement.
Fiscal Impact
The Project has funding in the amount of $2,402,300 that is comprised of (a) a grant in the amount of $250,000 from the City/County Association of Governments of San Mateo County (C/CAG); (b) $37,500 of Measure A fund City match; (c) a grant in the amount of $2.0 million from the Affordable Housing and Sustainable Communities (AHSC) program of the California Department of Housing and Community Development; and (d) a grant in the amount of $114,800 from the Association of Bay Area Governments (ABAG).
