EAST PALO ALTO

CITY COUNCIL

STAFF REPORT
DATE: April 5, 2022
TO: Honorable Mayor and Members of the City Council
VIA: Jaime M. Fontes, City Manager
BY: Adrian Biggs, Associate Engineer
Humza Javed, City Engineer
SUBJECT: Pavement Management Plan Presentation and Annual Street Resurfacing Project 2022
Recommendation
Receive a presentation on the City's Pavement Management Plan (PMP) and adopt a resolution approving the Plans, Specifications, and Estimates for the Annual Street Resurfacing Project 2022 and authorizing the City Manager to advertise the project to solicit bids for the construction phase
Alignment with City Council Strategic Plan
This recommendation is primarily aligned with:

Priority No. 2: Enhance Economic Vitality
Priority No. 4: Improve Public Facilities and Infrastructure Priority No. 6: Create a Healthy and Safe Community
Background
City streets and roads are one of the major capital investments of the City. The condition of City streets can be a reflection on the community and affect the quality of life and property values in the City. Without a well-maintained street system, the transportation needs of the public cannot be met.

The City of East Palo Alto maintains approximately 83 lane miles of streets. To effectively manage the streets network, the City utilizes the Pavement Management Program/Plan (PMP) to review the condition of every City-owned street and maximizes the number of streets that can be repaired based on available funding. Priority is given to the busier roadways (arterials and collectors), streets that do not need full reconstruction, and streets eligible for slurry seal (a preventative maintenance treatment) that extends the life of the pavement.

Streets that are planned for underground infrastructure improvements, such as water, storm drain, or sewer improvements, are not rehabilitated until the planned underground work is complete. Also, streets with known subgrade failures, high groundwater table, or other miscellaneous underground conditions cannot be rehabilitated until additional design work or a geotechnical evaluation is performed.

Analysis
Pavement Management Plan
Staff has prepared a presentation to demonstrate the Pavement Management Plan process for street selection. At their core, Pavement Management Plans (PMP’s) are a systematic method to assess pavement condition, to identify maintenance and rehabilitation (M&R) needs, and to plan improvements as necessary. This method utilizes key indicators and criteria to determine the most useful and cost-effective street to improve the overall condition of the City’s road network. These criteria and indicators are fully explained in the attached presentation. 2022 Annual Street Resurfacing Project
The Capital Improvement Program includes funding for the ongoing Annual Street Rehabilitation/Preventive Maintenance Program, with this year being named the Annual Street Resurfacing and Maintenance Project 2022 (CIP Project ST-07-22).

The Annual Street Resurfacing Projects are generally designed in-house by Engineering staff.

This way, all of the available funds are able to be expended towards the construction phase.

The upcoming 2022 project combines multiple capital improvement projects (CIP) from Fiscal Year 21/22 and 22/23 in order to create a larger project that will deliver more competitive bids.

The proposed Annual Street Resurfacing project to be bid includes the following sub-projects:

Annual Street Resurfacing (ST-07), Annual signage and striping (ST-15), Annual sidewalk repair (ST-11), Safe route to school (ST-03), and Bicycle and pedestrian improvements (ST09).

The project will consist of rehabilitation and preventive maintenance of City streets including pothole/base repairs, crack sealing, slurry seals, and pavement overlays. Rehabilitation and maintenance work on public streets needs to be coordinated with other City projects, utility company excavations and private development projects on a cycle that sustains a high Pavement Condition Index (PCI) for all City streets.

The streets to be rehabilitated in 2022 were identified as needing rehabilitation in the Pavement Management Program Budget report prepared as part of MTC’s Technical Assistance Program P-TAP in March 2021. The list, which was further analyzed and refined by Public Works staff, was approved by both PWTC and City Council. These streets have been added to the original scope of the 2021 Annual Street Resurfacing Project to create the Plans, Specifications, and Estimates (PS&E) for the 2022 project. The full set of 100% Plans can be found on the City’s website under the Annual Street Resurfacing page:
https://www.cityofepa.org/publicworks/project/annual-street-resurfacing.

In addition to pavement rehabilitation, the project will also include improved striping configurations for bicycle facilities. The bicycle improvements will follow the plans outlined in the City Bicycle Master Plan for the streets south of Bay Road. The new striping improvements will include, but are not limited to, re-configuration of bicycle lane transitions at intersections, buffered bicycle lanes, green thermoplastic bicycle facilities, and improved pavement markings for Class 2 and 3 bicycle facilities. Every crosswalk that is re-surfaced in the project areas will be re-striped to improve pedestrian safety. Moreover, the project will include curb ramp improvements in accordance with Americans with Disability Act (ADA) regulations, pedestrian network gap closures, and sidewalk replacement/repair.

The project also includes an Alternate bid for speed calming bulb-outs along various streets as listed in the Mobility Study which was approved by City Council in 2020.

The Public Works and Transportation Commission, at its February 16, 2022 meeting, approved the Plans, Specifications and Estimates for the Annual Street Resurfacing Project, 2022.

A summary of the proposed improvements and roadway sections can be seen in Attachment
