Analysis
The Menlo Park Fire Protection District is currently seeking donations of surplus vehicles for use at its training facility. The vehicles will be used to practice patient extrication using the Jaws of Life. This particular type of training is essential to the safety of their personnel and the public the City serves. As the laws in the state become more difficult with regard to the disposal of vehicles the District has found this type of property has become difficult to secure.
The Menlo Park Fire Protection District greatly appreciates the City of East Palo Alto’s assistance.
The Menlo Park Fire Protection District will provide for the pick-up, transportation and final disposal of any vehicles donated, with Pink Slips. Once the District takes delivery, the City of East Palo Alto will have no further liability associated with these vehicles. By making this donation, the City of East Palo Alto will be making the best use of our surplus property by allowing it to be used by our local Fire Department in training to hone their skills.
Fiscal Impact
Given the price of scrap metal, it is unlikely that the City will receive any significant revenue from auctioning the inoperable vehicles. With the proposal, the City of East Palo Alto will generate no revenue, but incur no expense. According, there is no negative impact to the General Fund.
Public Notice
The public was provided notice of this agenda item by posting the City Council agenda on the City’s official bulletin board outside City Hall and making the agenda and report available at the City’s website.
Environmental
The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” pursuant to 15378(b)(4) because it is a fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant impact on the environment.
