Alignment with City Council Strategic Plan
This recommendation is primarily aligned with:

Priority No. 4: Improve Public Facilities and Infrastructure Priority No. 6: Create a Healthy and Safe Community
Background
The City of East Palo Alto staff received two requests to restrict parking on portions of Blue Jay Court and Salas Court due to safety reasons. These two requests were reviewed at the April 20, 2022 and May 17, 2022 Public Works and Transportation Commission, respectively.

Analysis
The location map of Blue Jay Court is shown in Image 1 and the location map of Salas Court is shown in Image 2.

Blue Jay Court
Blue Jay Court is approximately 27 ft. wide where the curb jogs out due to two trees, as shown in Image 3. Staff performed field investigations and verified that Blue Jay Court does not meet the Fire Department 20 feet minimum clearance when vehicles are parked on both sides of the street near the trees.

Based on Staff’s field inspections, Staff recommends installing no parking signs along the west side of Salas Court as follows:
- From the centerline of Runnymede Street 65 ft. northerly Image 4: Requested Parking Restriction Location
Salas Court
Salas Court is approximately 29 feet wide at the entrance with Donohoe Street. The east side of Salas Court has red curb for about 7 feet and the west side of has red curb for about 150 ft.

See image 5. There is approximately 45 ft. of red curb at the northeast corner of Donohoe Street, and 25 ft. at the northwest corner. See image 5 and 6. The red curb on Donohoe Street helps ensure clear sight distances are available for vehicles making turning movements from Salas Court.

The resident on Salas Court raised a concern regarding vehicles parking along the red curbs on Donohoe making it difficult for vehicles to see oncoming traffic. Additionally, when vehicles are parked along both sides of Salas Court, the street doesn’t meet the Fire Department’s minimum clearance requirement. In order to enforce parking restrictions, a Resolution restricting parking needs to be adopted by the City Council along these sections, and “No Parking” signs need to be erected at the appropriate locations.

Based on staff’s field inspections, staff recommends installing no parking signs along the north side of Donohoe Street as follows:
- From the centerline of Salas Court to 74 ft easterly
- From the centerline of Salas Court to 65 ft westerly
Additionally, in order to meet the Fire Departments minimum clearance requirements, staff recommends installing no parking signs along Salas Court as follows:
- Along the east side of Salas Court from the centerline of Donohoe Street to 38 ft. northerly
- Along the west side of Salas Court from the centerline of Donohoe Street to176 ft. northerly
