EAST PALO ALTO

CITY COUNCIL

STAFF REPORT
DATE: July 19, 2022
TO: Honorable Mayor and Members of the City Council
VIA: Patrick Heisinger, Interim City Manager
BY: Patrick Heisinger, Interim City Manager
SUBJECT: City Participation in Leadership Council San Mateo County.

Recommendation
It is recommended that the City Council authorize the City to become an annual sponsor of the Leadership Council San Mateo County.

Background
Leadership Council San Mateo County (LCSMC) is a nonprofit dedicated to inspiring, connecting, and educating leaders from the business, government, and nonprofit sectors to positively transform San Mateo County and find solutions for the biggest issues that we are facing collectively. LCSMC provide experiential leadership programs to help individuals and their respective organizations and/or interests to find pathways for making an impact at the local level.

Currently, LCSMC has two primary leadership programs: Leadership CORPS and Emerging Leaders.

Leadership CORPS
The Leadership CORPS program brings together senior leaders to learn deeply about San Mateo County (County) and its communities, connect to a diverse group of peers, and expand their leadership skills.

Leadership CORPS welcomes participants from all areas of County to elevate and empower countywide, representative leadership talent to create positive change. Participants learn from County leaders, dive deeply into the strength-based leadership framework, and collaborate with one another to expand their impact.

Emerging Leaders
The Emerging Leaders Program is an immersive, ten-month, professional development series for rising leaders. It provides a career-changing experience through a combination of transformational skills training, civic engagement, and relationship building.

Participants receive training from, and access to, influential leaders from some of the region’s most high-profile corporations, small businesses, nonprofit organizations, and government entities. As they learn and collaborate with a diverse group of peers from across the County, participants find inspiration, fellowship, and connection that empowers them to expand their organizational and community impact.

The purpose of this staff report is to seek City Council authorization for City of East Palo Alto participation as a sponsor for the LCSMC in an effort to provide City staff or other community leaders with the opportunity to participate in LCSMC programs.

Analysis
Staff has expressed interest in additional training opportunities to grow and develop the City’s workforce. If the City becomes a sponsor for LCSMC, on an annual basis one or two City staff, or possibly a community leader, will have the opportunity to participate in programs offered by LCSMC.

LCSMC is in contact with all County jurisdictions to engage as many of these agencies as possible in support of this countywide effort. To date, the cities of South San Francisco, Foster City, and Half Moon Bay have committed as sponsors and more jurisdictions are expected to join soon.

Staff recommends that the City of East Palo Alto commit to support LCSMC by providing a payment of $1,000. Employee and/or community member participation in LCSMC sponsored programs would require an additional payment in the range of $2,000 to $2,500.

Fiscal Impact
There is adequate funding in the City Manager’s FY2022-2023 training budget.

Environmental
The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” pursuant to 15378(b)(4) because it is a fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant impact on the environment.

The public was provided notice of this agenda item by posting the City Council agenda on the City’s official bulletin board outside City Hall and making the agenda and report available at the City’s website and at the San Mateo Co. Library located at 2415 University Avenue, East Palo Alto.
