CITY COUNCIL

STAFF REPORT
DATE: July 19, 2022
TO: Honorable Mayor and Members of the City Council
VIA: Patrick Heisinger, Interim City Manager
BY: Patrick Heisinger, Interim City Manager
SUBJECT: Classification Modifications for FY2022-23 Budget Recommendation
Adopt a Resolution (Attachment 1) approving the following new classifications and salary schedules (Exhibit A):

1. Planning Permit Technician

2. Part-Time Reserve Police Officer

3. Assistant to the City Manager - 1-Year Term Limited

4. Public Works Supervisor
Background
On June 7, 2022, the City Council adopted the Fiscal Year (FY) 2022-2023 Budget. In that action, the City Council approved several personnel modifications, with direction to return for consideration specific classifications and compensation schedules prior to implementation.

In addition, at the start of FY 2022-2023, staff initiated the process of reclassifying an existing position in the Public Works Department to provide greater oversight of the City’s Maintenance Division.

Through this staff report, staff seeks final City Council approval of the specific classification and compensation schedules for the personnel modifications that were adopted within the FY 2022-2023 Budget process, as well as consideration of an additional subsequent classification change, requested by staff to meet an operational need.

Analysis
As part of the FY 2022-2023 Budget process, the City Council authorized the following new classifications:
• Planning Permit Technician (Exhibit B)
• Part-Time (PT) Reserve Police Officer (Exhibit C)
• Assistant to the City Manager (1-Year Term Limited) (Exhibit D) The complete staff report, linked here and within the June 7, 2022, City Council agenda provides detailed descriptions of each classification and proposed uses within the City organization.

Staff analysis of similar jurisdictions informed the following proposed salary schedule for each position identified in Table 1 below:

Staff also seeks City Council approval to reclassify the existing Public Works Inspector position to a new Public Works Supervisor classification (Exhibit E). This change is requested to establish a better structure in the Public Works Department with greater oversight for the Maintenance Division. Staff proposes the salary for the Public Works Supervisor as shown in the table below, which reflects a $21,000 increase compared with the previous Public Works Inspector position, as shown in Table 2.

Fiscal Impact
The costs associated with all positions identified in Table 1 were incorporated in the adopted FY 2022-2023 Budget. The annual cost associated with reclassification of the existing Public Works Inspector position to a Public Works Supervisor classification is $21,000. As a reminder, the City Council appropriated an additional $50,000 to the City’s Maintenance Division as part of the FY 2022-2023 budget process.

Public Notice
The public was provided notice of this agenda item by posting the City Council agenda on the City’s official bulletin board outside City Hall and making the agenda and report available at the City’s website and at the San Mateo Co. Library located at 2415 University Avenue, East Palo Alto.

Environmental
The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” pursuant to 15378(b)(4) because it is a fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant impact on the environment.
