EAST PALO ALTO
CITY COUNCIL
STAFF REPORT
DATE: July 19, 2022
TO: Honorable Mayor and Members of the City Council
VIA: Patrick Heisinger, Interim City Manager
BY: Sandra Floyd, Human Resources Manager
SUBJECT: Contract Close Out with Temporary Agency
Recommendation
Adopt a resolution;
1. Ratifying previous purchases with Robert Half International, Inc for temporary administrative support through July 8, 2022 in the amount not-to-exceed $60,000;
2. Waiving formal bid procedures pursuant to East Palo Alto Municipal Code section
2.84.070(D)
Alignment with City Council Strategic Plan
This recommendation is primarily aligned with:
• Priority #3: Increase Organizational Effectiveness and Efficiency • Priority #5: Improve Communication and Enhance Community Engagement Background
On January 21, 2022, the previous City Manager executed a contract with Robert Half International to provide temporary administrative support in the City Manager’s Office while vacancies were being filled.
On June 17, 2022, the Interim City Manager became aware that the costs connected with the contract with Robert Half exceeded the amount of $27,000 which would require staff to abide by the City's formal bid procedures.
Analysis
The City has expended $56,203 for services provided by Robert Half since January 2022 through July 8, 2022. The purpose of this staff report is to seek City Council ratification of the payments with Robert Half and waiver for the requirement of the formal bidding procedures, which will then result in the City closing out the agreement with the firm.
Recently, the City appointed a permanent City Clerk and Executive Assistant and is in the process of recruiting for a permanent front desk employee. It is expected this position will be filled by early August. Under the current circumstances, the Interim City Manager does not foresee the need to receive services from a temp agency for the remainder of the fiscal year.
Fiscal Impact
The source of funding will be from the City Manager’s department’s budget using salary savings, and no additional appropriation will be needed.
Public Notice
The public was provided notice of this agenda item by posting the City Council agenda on the City’s official bulletin board outside City Hall and making the agenda and report available at the City’s website and at the San Mateo Co. Library located at 2415 University Avenue, East Palo Alto.
Environmental
The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” pursuant to 15378(b)(4) because it is a fiscal activity which does not involve any commitment to any specific project which may result in a potentially significant impact on the environment.
