DATE: July 19, 2022
TO: Honorable Mayor and Members of the City Council
VIA: Patrick Heisinger, Interim City Manager
BY: James Colin, City Clerk
SUBJECT: Designating a voting delegate and up to two alternates to the California League of Cities 2022 Annual Conference September 7-9, 2022, Long Beach.
Recommendation
It is recommended that the City Council adopt a Resolution (Attachment 1) designating the Mayor to be the voting delegate and the Vice Mayor to serve as an alternate voting delegate to represent the City of East Palo Alto at the California League of Cities 2022 Annual Conference.
Background
The California League of Cities’ 2022 Annual Conference is scheduled for Wednesday, September 7 through Friday, September 9 in Long Beach.
The League’s Annual Business meeting is typically scheduled for the Friday of the Conference.
At this meeting the League membership considers and acts on Resolutions that establish League policy.
Mayor Abrica and Vice Mayor Gauthier have indicated to staff that they intend to attend the conference.
Analysis
In order to vote at the Annual Business meeting, the City Council must designate a voting delegate. Council may also appoint up to two alternate voting delegates, one of whom may vote in the event that the designated voting delegate is unable to serve in that capacity.
The voting delegate and alternates must be registered to attend the conference. They need not register for the entire conference; they may register for Friday only. In order to cast a vote at least one person must be present at the Business Meeting and in possession of the voting delegate card. The attached Resolution designates the Mayor as the primary delegate and the Vice Mayor as the alternate delegate.
Fiscal Impact
There is no Fiscal Impact connected to the action in the report.
Environmental
The action being considered does not constitute a “Project” within the meaning of the California Environmental Quality Act (CEQA), pursuant to CEQA Guideline section 15378 (b)(5), in that it is a government administrative activity that will not result in direct or indirect changes in the environment.
