East Palo Alto Parks Master Plan
Additional Service Request
WRT
08/15/2022
Project Description
The following request for additional services for the East Palo Alto Parks Master Plan includes additional task already completed as part of the community engagement process and new tasks associated with park design details. The EPA Parks Master Plan process has involved an extensive community engagement component to include a broad range of community voices throughout the development of the plan. Additional tasks are also included here to ensure that an adequate level of specificity is provided within the plan recommendations for conceptual park design, potential park design guidelines, and that the Ravenswood Business District Specific Plan process is integrated into the Parks Master Plan process.
Additional Services Scope of Work
Task 8: Project Management
Tasks 8.1 Continued Project Management
• The project timeline has extended by approximately 6 months. The WRT team will continue to check in and coordinate with the City and project team throughout the additional phases of the project. WRT will provide status reports as needed.
Task 9: Engagement and City Support
Tasks 9.1 Additional Completed Engagement and City Support • This additional service request includes work that was already completed as part of the EPA Parks Master Plan process for both community engagement and additional city support on ongoing project reviews.
• Additional Nuestra Casa survey outreach support via Promotoras helped us to ensure we got full representation for the online parks survey. By tabling and circulating surveys at existing community events and food distribution locations, the team was able to increase survey participation in hard to reach parts of the City. • Community Workshop #2 engagement and outreach preparation for the in-person event at Cooley Landing included additional time and coordination to provide food, activities, and door prizes to ensure community participation.
• After completion of the second workshop, additional outreach was requested including an additional in-person focus group event hosted by Nuestra Casa. 2 • Additional City support completed to date:
o Coordination and review of Bell Street Park designs as they relate to the Parks Master Plan goals and community needs. Review of plans, and additional coordination calls with the Magical Bridge design team. o Review of Cesar Chavez green schoolyard plans as they relate to the Parks Master Plan goals and community needs.
o Review of SAFER Bay levee plans as they relate to the Parks Master Plan goals and community needs.
Tasks 9.2 Additional Proposed Stakeholder Meetings (4)
• The WRT team will continue to support community engagement throughout the additional phases of the project as described in the original scope. • This additional service request includes up to four (4) additional stakeholder conversations or focus group meetings as needed in the final phase. We anticipate that this may be a need as part of the completion of the plan. (Note that the ten (10) focus group/stakeholder conversations have already been completed.) Task 10: Conceptual Design and RBD Integration
Tasks 10.1 Expanded Conceptual Design
• WRT will develop conceptual master plan for Jack Farrell, Joel Davis, and the Pocket Park at Newbridge St. This process will build on previous analysis of needs assessments and community engagement feedback and themes. Diagrammatic site master plans will be provided showing the general location of proposed park elements, facilities, and proposed improvements. The site master plan will be accompanied by a summary of program elements. A phasing diagram will recommend potential phasing approaches aligned to priority and funding opportunities. The deliverable will include a vision statement and estimate of construction costs by major amenity or type of improvements (e.g. lighting, entry renovation, playground, etc.)
• WRT will provide additional recommendations for parks currently undergoing site specific master planning processes (Bell Street Park, Martin Luther King Jr. Memorial Park, Cooley Landing) a statement will be provided presenting how the proposed park aligns with the citywide master plan.
Task 10.2 RBD Integration and Analysis
• WRT will participate in three (3) coordination meetings with developers and Ravenswood Business District (RBD) /Four Corners Specific Plan consultants to develop the Parks Master Plan recommendations associated with the district. 3 • WRT will provide recommendations for a vision of a system of parks, trails, and recreational facilities within the RBD/Four Corners Specific Plan that also relates to the overall EPA park and trail system. This vision will reflect input collected previously during the community engagement process and core findings of our existing conditions, needs assessment, and coordination with developers and consultants. • WRT will prepare recommendations for the area to guide physical layout and location of amenities, standards for design, maintenance responsibility and need for additional policies for operation.
o Layout: conceptual organization of major public use areas connected by trails.
Amenities that align to the Parks Master Plan will be noted. Two enlargement diagrams showing a focused area of public recreation opportunity will be developed.
o Targeted Guidelines: Select design guidelines from Task 10 will be highlighted and refined to apply to the RBD area.
o Maintenance and Operations: Narrative describing recommended operations and maintenance responsibilities for City and developer roles. • Deliverables include an overall diagram with legend and callouts, enlargements, and a narrative.
Task 11: Park Design Guidelines
Task 11.1 Park Design Guidelines -
• WRT will provide written guidelines to serve as a resource for use in the planning and design of future parks and open space. The guidelines will provide performance-based measures for the City to build sustainable, attractive, safe, and user-friendly sites. • The WRT team will develop guidelines related to the following:
o Park Safety
o Durability
o User Experience
o Stormwater Integration
o Privately-owned public space
o Resilient Communities
