RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EAST PALO ALTO
AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH
LUMEN TECHNOLOGIES GROUP TO PROVIDE VOICE OVER INTERNET PROTOCOL SERVICES FOR A THREE-YEAR TERM IN AN AMOUNT NOT-TO-EXCEED $18,650 ANNUALLY AND FOR A TOTAL OF $55,950 AND WAVING THE FORMAL BID PROCEDURES UNDER SECTION 2.84.070(D) OF THE MUNICIPAL CODE WHEREAS, the City requires phone service and the City’s agreement with AT&T, its current landline phone provider, is nearing the end of the term; and WHEREAS, the monthly costs for a Voice over Internet Protocol services from Lumen are estimated as follows:
• $165 for 20 concurrent calling lines (simultaneous outgoing or incoming calls) • $45 for the 300 numbers which the City has reserved for extensions • $985 for Microsoft Teams integrations
• $100 for any monthly minutes needed beyond the base provided with the concurrent calling lines
• $259 for taxes and surcharges; and
WHEREAS, the City participates in the California Network and Telecommunications (CALNET) Program which are competitively bid telecommunications contracts; and WHEREAS, Voice over Internet Protocol technology will better meet the City’s needs well as provide service at lower cost.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF EAST PALO ALTO HEREBY authorizes the City Manager to enter into an agreement with Lumen Technologies Group to provide Voice over Internet Protocol Services for a three year-term in an amount to not-toexceed $18,650 annually and a total of $55,950; and waves the formal bid procedures under section 2.84.070(D) of the Municipal Code.
