RESOLUTION NO. XX – 2023
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EAST PALO ALTO
ADOPTING THE PARKS, RECREATION, AND OPEN SPACE MASTER PLAN FOR
THE CITY OF EAST PALO ALTO THAT ASSESSES THE CITY-WIDE SYSTEM AND
PROVIDES STRATEGY AND RECOMMENDATIONS TO FUND, MAINTAIN,
IMPROVE, EXPAND, SECURE, CONNECT, PARTNER AND ADVOCATE FOR, AND CELEBRATE THE CITY’S PARKS.
WHEREAS, as part of the 2020-21 Priority Setting process, the City Council reinforced the importance of completing the City’s Parks, Recreation and Open Space Master Plan (Parks Master Plan). On November 6, 2020, staff issued a Request for Proposals (RFP) to identify a consultant to complete the plan and awarded the contract to Wallace, Roberts, & Todd (WRT) on March 2, 2021; and WHEREAS, since summer 2021, the City, WRT, and other consultants had hosted several community meetings, held listening sessions, conducted a comprehensive survey, and implemented other efforts to better understand the community’s needs and desires with regard to future parks and recreation planning; and WHEREAS, in March 2022, the City held a joint study session of the City Council and Planning Commission to discuss progress on the Parks Master Plan where members of the Council, Commission, and community expressed their excitement about the plans efforts to date and provided feedback regarding additional recommended efforts to further involve the community; and
WHEREAS, on February 28, the City and WRT completed their final community meeting during which the City obtained valuable feedback from the public and =after introducing a draft Master Plan, along with supporting documentation.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF EAST PALO ALTO HEREBY:
1. Finds the foregoing recitals true and correct and incorporated by reference into this action; and
2. Adopting the Parks Master Plan, which is incorporated by this reference. 2 of 2
