CITY COUNCIL
STAFF REPORT
DATE: April 4, 2023
TO: Honorable Mayor and Members of the City Council
VIA: Melvin E. Gaines, City Manager
BY: Azalea Renfield, Assistant to the City Manager
SUBJECT: Acceptance of ARPA grant funding from the County of San Mateo’s Office of Aging and Adult Services for the Senior Transportation Program Recommendation
Adopt a resolution authorizing the City Manager to accept a grant and negotiate and execute a grant agreement with the County of San Mateo’s Aging and Adult Services in the amount of $40,904 for seniors’ transportation services for the period of January 1, 2023, to September 30, 2024.
Alignment with City Council Strategic Plan
• Enhance community services and parks
Background
On December 6, 2022, the City was notified that San Mateo County’s Office of Aging and Adult Services (OAAS) had Federal American Rescue Plan Act (ARPA) funds for Senior Coastsiders available. OAAS received their Area Agency on Aging (AAA) allocation from the California Department of Aging and could provide funds to senior service providers throughout San Mateo County. The City was eligible to receive these $40,904 for the Senior Transportation Program. After completing the required application materials, the City was awarded $40,904 on February 27, 2023.
Analysis
The City’s existing relationship with OAAS, being a recipient of a four-year grant agreement paying $49,214 annually for the City’s Congregate Nutrition and Transportation Program, made the process for receiving this $40,904 grant very simple. The City only needed to submit a short form and execute a contract.
Staff recommends that City Council authorizes the City Manager to accept funding to increase transportation services such as field trips.
Fiscal Impact
The total annual grant award is $40,094 which will help offset the costs of senior transportation.

The public was provided notice of this agenda item by posting the City Council agenda on the City’s official bulletin board outside City Hall and making the agenda and report available at the City’s website and at the San Mateo Co. Library located at 2415 University Avenue, East Palo Alto.
Environmental
The proposed action does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines sections 15378(b)(4) and (5) in that it is a governmental fiscal, organizational or administrative activity that will not result in direct or indirect changes in the environment.
