RESOLUTION NO. XX – 2023
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EAST PALO ALTO
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH TJKM TRANSPORTATION CONSULTANTS IN THE AMOUNT OF $205,721 TO PROVIDE CIVIL
ENGINEERING AND TRAFFIC ENGINEERING DESIGN SERVICES FOR THE UNIVERSITY
AVENUE SAFETY ENHANCEMENTS PROJECT
WHEREAS, the University Avenue Safety Enhancements Project addresses traffic improvements along various intersections along University Avenue; and WHEREAS, the project includes improving pedestrian crossings, installing upgraded signal equipment to increase visibility, and installing protected left turn phases to separate conflicting vehicle movements; and
WHEREAS, in 2020 the City applied for Highway Safety Improvement Program (HSIP) Cycle 10 funds to fund the University Avenue improvements, and the City was awarded $1.234 million for the improvements; and
WHEREAS, the HSIP grant supports the City’s goal of eliminating traffic fatalities and reducing the number of non-fatal injury collisions by 50% by 2030 along the University Avenue; and WHEREAS, the University Avenue Safety Enhancements Project is funded in part by the State, the City, as a grantee, is required to comply with the State of California’s procurement process (Caltrans Local Assistance Procedures Manual); and
WHEREAS, the City issued a request for proposals on December 9, 2022, and on January 10, 2023 the City received three proposals; and
WHEREAS, City staff reviewed and ranked the three proposals, and the highest-ranking consultant was TJKM Transportation Consultants (TJKM).
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF EAST PALO ALTO HEREBY:
1. Waives the formal bid procedures under section 2.84.070(D) of the East Palo Alto Municipal Code in favor of a procurement process set by the State of California (Caltrans); and
2. Authorizes the City Manager to execute a contract with TJKM, in a form approved by the City Attorney, in an amount not to exceed $205,721 to provide civil engineering and traffic engineering design services for the University Avenue Safety Enhancements Project.
