A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EAST PALO ALTO
APPROVING FISCAL YEAR 2022-23 LIMITED BUDGET AMENDMENTS RELATED TO
AMERICAN RESCUE PLAN ACT FUNDING
WHEREAS, Resolution No. 77-2022 adopting the Fiscal Year 2022-23 Revenue and Expenditure Budget for the City of East Palo Alto (“City”) was approved by the City Council on June 7, 2022; and
WHEREAS, the City received $3,506,250 in ARPA allocation funding in July 2022; and WHEREAS, the final rule published in April 2022 by U.S Treasury Department intended to provide greater flexibility to pursue a wider range of uses and simplified the program for small local governments through the option to elect a standard allowance for revenues loss of up to $10 million, allowing recipients to select between a standard amount of revenue loss or complete a full revenue loss calculation; and
WHEREAS, the City acknowledges that recipients that select the standard allowance may use the full award for “government services,” with streamlined compliance and reporting requirements; and WHEREAS, the City desires to avail itself of such streamlined compliance and avoid administrative burdens by electing a standard allowance to use the remaining ARPA funds for government services.
