1. Minutes of the April 4, 2023 Meeting
2. Quarterly COVID-19 Emergency Reporting and Request to End the Local Emergency
Recommendation: Adopt a resolution accepting the Quarterly Emergency Report for March 31, 2023, ending the local emergency for COVID-19, and deauthorizing the City Manager’s emergency authority from the local COVID-19 emergency.
3. Second Amended Restated Joint Powers Authority Agreement for the San Francisquito Creek Joint Powers Authority
Recommendation: Adopt a resolution:
1. Ratify the Second Amended and Restated Joint Powers Agreement for the San Francisquito Creek Joint Powers Authority; and
2. Authorize the Mayor to execute the Agreement on behalf of the City of East Palo Alto
4. Second Contract Amendment with EKI
Recommendation: Authorize the City Manager to execute Contract Amendment No. 2, in a form approved by the City Attorney, with EKI Environment & Water, Inc. (EKI), to: a. increase the contract amount by $35,640 for a new not-to-exceed total of $181,840 for professional engineering services pertaining to water supply; and b. extend the contract term to December 31, 2025.
5. Monthly Cash Treasury Report for February 2023
Recommendation: Accept and file the Cash Treasury Report for the month of February 2023.
6. Contract Amendment with Superior Mechanical Services Inc.
Recommendation: Adopt a Resolution:
1. Ratifying payment to Superior Mechanical Services, Inc. for $17,520
2. Authorizing the City Manager to execute the first contract amendment with Superior Mechanical Services, Inc. to increase the current year not-to-exceed by $17,520 to a total not-to-exceed of $57,520.
3. Waving the formal bid procedures under section 2.84.070(D) of the Municipal Code.
4. CLOSED SESSION - NONE
5. PUBLIC COMMENT
Members of the public wishing to address the City Council on items not listed on the agenda may do so under this item. Each speaker is limited to two minutes. The Mayor has the discretion to adjust speaking times. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked or may request Staff to report back at a future meeting concerning the matter.

Recommendation: Receive an update on the City Manager's appointment of the Police Chief.

1. Comprehensive Fee Schedule Update
Recommendation: Adopt a Resolution adopting the Comprehensive Fee Schedule to become effective July 1, 2023.

1. 2023-2024 City Council Priorities
Recommendation: Adopt a Resolution setting the 2023-2024 City Council Priorities.
2. FY 2023-24 Preliminary Budget and Budget Message
Recommendation: Receive staffreport and provide direction regarding the FY2023-24 Preliminary Budget.
3. Local Gun Control Ordinance
Recommendation: Introduce an ordinance amending various Articles of Chapter 9.24 (Dangerous Weapons) and adding a new Article V (Firearms Storage) of the East Palo Alto Municipal Code (EPAMC) requiring gun owners within the City’s jurisdictional limits to provide safe firearm storage.

The City Council meeting packet may be reviewed by the public in the Library or the City Clerk's Office. Any writings or documents pertaining to an open session item provided to a majority of the City Council less than 72 hours prior to the meeting, shall be made available for public inspection at the front counter at the City Clerk's Office, 2ND Floor, City Hall, 2415 University Avenue, East Palo Alto, California 94303 during normal business hours.
Information distributed to the Council at the Council meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided for this purpose.
East Palo Alto City Council Chambers is ADA compliant.
