Alignment with City Council Strategic Plan
This recommendation is primarily aligned with:
· Increase Organizational Effectiveness and Efficiency
Background
On December 15, 2020, the City Council adopted a resolution authorizing the City Manager to enter into an agreement with Management Partners in the amount of $50,000 for the purposes of providing facilitation for City Council engagement processes and other management-related services.
Since the agreement with Management Partners was executed, Greg Larson was assigned to supporting the City of East Palo Alto and has undertaken several tasks for the City, including the 2021 City Council retreat process and performance evaluations for both the City Manager and City Attorney.
Following Mr. Larson’s retirement from Management Partners at the end of 2021, on January 18, 2022, the City Council adopted a resolution authorizing the City Manager to enter into an agreement with Mr. Larson directly for City Council engagement processes and other management-related services.
Under that direct agreement, Mr. Larson completed the following assignments for the City:
1. 2022 City Manager performance evaluation
2. 2022 City Attorney performance evaluation
3. 2022 City Council Priority Setting Process
4. 2023 City Council Priority Setting Process
Analysis
Staff intends to issue a request for proposals for a consulting services contract to provide these services in the future. The additional funds requested will allow the timely completion of the performance evaluations of the City Manager and City Attorney while the City goes through the request for proposals process.
Fiscal Impact
The fiscal impact is $10,000 to the general fund. However, there will be no increase to the adopted General Fund expenditures because there are existing general fund savings for this fiscal year.
Public Notice
The public was provided notice of this agenda item by posting the City Council agenda on the City’s official bulletin board outside City Hall and making the agenda and report available at the City’s website and at the San Mateo County Library located at 2415 University Avenue, East Palo Alto.
Environmental
The proposed action does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines sections 15378(b)(4) and (5) in that it is a governmental fiscal, organizational or administrative activity that will not result in direct or indirect changes in the environment.
