RESOLUTION NO. XX – 2023
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EAST PALO ALTO
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT WITH ALTA PLANNING + DESIGN INC. TO COMPLETE A DESIGN FOR A MINI-ROUNDABOUT ON
PULGAS AVENUE
WHEREAS, in 2021, the City of East Palo Alto staff applied to take part in the San Mateo County Office of Education (SMCOE) School Travel Fellowship Program (Fellowship Program); and WHEREAS, the City was selected to participate in the fellowship program. The goal of the program was to help improve safety for students walking and biking to school; and WHEREAS, as part of the 2021 fellowship, two intersections were selected for the installation of temporary traffic circles at Pulgas Avenue and Beech Street and Pulgas Avenue and Runnymede Street; and
WHEREAS, City Council approved the temporary installations on October 4, 2022 via resolution; and
WHEREAS, in 2023, once again, staff applied to the fellowship program and was selected to participate in the program; and
WHEREAS, as part of the 2023 fellowship, the City will receive technical assistance and one preliminary mini-roundabout design; and
WHEREAS, on April 19, 2023, staff received support from the Public Works and Transportation Commission to allocate City funds for the consultant to design the second location since only one will be funded through the fellowship; and
WHEREAS, ALTA Planning+Design (ALTA) was responsible for design of the temporary traffic circles and are currently designing a mini-roundabout so it is recommended that ALTA continue to design for the second location; and
WHEREAS, the preliminary design for the second location will cost approximately 13k.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF EAST PALO ALTO HEREBY:
1. Finds the foregoing recitals as true and correct, and are incorporated by reference into this action;
2. Waives the formal bid procedures under section 2.84.070 of the East Palo Alto Municipal Code; and
3. Authorizes the City Manager to negotiate and execute a design services contract with ALTA Planning + Design Inc. to design a mini-roundabout in the amount not to exceed $13,000.
