RESOLUTION NO.– 2023
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EAST PALO ALTO
ESTABLISHES A PRE-QUALIFIED LIST OF VENDORS VENDOR FOR SANITARY SEWER
SERVICES FOR THE SUBSEQUENT REQUEST FOR PROPOSALS WITH WEST BAY SANITARY DISTRICT AS THE SOLE VENDOR ON THE LIST; AND AUTHORIZES THE CITY MANAGER TO ISSUE A REQUEST FOR PROPOSALS FROM THE PRE-QUALIFIED LIST OF VENDORS.
WHEREAS, the City has requested that the San Mateo Local Agency Formation Commission (LAFCo) consider establishing the East Palo Alto Sanitary District (EPASD) as a subsidiary district to the City; and
WHEREAS, it is necessary for the City to be able to providing sanitary sewer services should EPASD be made a subsidiary district of the City; and
WHEREAS, on February 7, 2023, by motion, the City Council directed staff to issue a Request for Qualifications (RFQ) to identify entities who feel they can provide sanitary sewer services with the intention that those that meet the qualifications would be allowed to respond the subsequent Request for Proposals (RFP); and
WHEREAS, on March 3, 2023, the City issued the RFQ to identify entities who feel they can provide sanitary sewer services; and
WHEREAS, on April 14, 2023, the City’s RFQ closed with only a single respondent, West Bay Sanitary District (West Bay); and
WHEREAS, West Bay is a qualified respondent; and
WHEREAS, Section 2.84.170 of the East Palo Alto Municipal Code allows for the prequalification of vendors.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF EAST PALO ALTO HEREBY:
1. Finds the foregoing recitals true and correct and incorporated by reference into this action; and
2. Authorizing the City Manager to issue a request for proposals (RFP) from the qualified vendor list to provide sanitary sewer services should EPASD become a subsidiary district the City
3. Approving a list of vendor(s) pre-qualified to submit a proposal in response to the RFP, with West Bay Sanitary District as the sole vendor on the list.
