SUBJECT: Supplemental Memorandum for Continuation of Fiscal Year 2023-24 Proposed Budget Session Hearing No. 2
ObjecƟve
The objecƟve of this report is to provide a framework for conƟnued discussion of budget hearing session No.2 held by the Council on June 1, 2023 and seek direcƟon from the Council on the Proposed Budget for FY2023-24.
Background
Following the compleƟon presentaƟons from City Manager’s Office and Public Works, staff provided the remaining departmental budget presentaƟons during budget hearing session No.2 on June 1, 2023:
1. Community and Economic Development
2. City AƩorney Office
3. City Clerk
4. Police
5. Finance and Non-departmental
6. AdministraƟve Services (Incl. Community Services)
At the conclusion of these presentaƟons, the City Council deliberated and provided direcƟon to staff, including posing quesƟons and making requests to further informaƟon concerning certain items noted below. Based on Council direcƟon and quesƟons, staff is conƟnuing budget hearing session No. 2 to address the following topics raised at the close of that budget hearing session:
Breakdown and financial details of budgeted expenditure categories for each department/division budget such as personnel and professional services; Discussion of how the City has used Measure O in the past and its potenƟal conƟnued use; Discussion on use of net new revenues from Measure L landlord rental unit business tax; and Personnel FTE changes for the Police Department.
Next Step
Based on direcƟons in this conƟnued budget hearing session, staff will finalize the proposed budget and return for adopƟon of the FY2023-24 Budget on June 20, 2023.
