RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EAST PALO ALTO
RATIFYING PAYMENT TO CULTURE BRIDGES, LLC IN AN AMOUNT OF $1,123.75 FOR SPANISH INTERPRETATION SERVICES THROUGH JUNE 30, 2023, AND AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE A THREE-YEAR CONTRACT, IN A FORM APPROVED BY THE CITY ATTORNEY, WITH AN ANNUAL NOT-TO-EXCEED OF FIFTY THOUSAND DOLLARS ($50,000), FOR CITYWIDE SPANISH INTERPRETATION SERVICES WITH CULTURE BRIDGES, LLC.
WHEREAS, current interpretation services contract for the City of East Palo Alto expires on December 31, 2022, and has been effectively providing services to the City since 2021; and WHEREAS, the City of East Palo Alto issued a request for proposals (RFP) based on a scope of services necessary to provide simultaneous interpretation at City Council meetings; and WHEREAS, the City of East Palo Alto received five proposals; Culture Bridges, LLC was very competitive in price, as it was within $5 of the lowest bidder in terms of price alone, and meets the definition of the lowest responsible bidder because the City Clerk has worked with Culture Bridges during the current contract term and have been satisfied with their work for the following reasons:
• Cost effectiveness; this contractor conveyed the ability to provide a high work quality, with efficient and effective use of funds;
• Excellent responsiveness and consistent high quality customer service; and • Lack of complaints and verifiable quality assurance standards.; and WHEREAS, staff has negotiated an annual cost of this service up to an amount of $50,000.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF EAST PALO ALTO HEREBY:
1. Finds the foregoing recitals are true and correct, and are incorporated by this reference into this action; and
2. Ratifies payment to Culture Bridges, LLC in an amount of $1,123.75 for Spanish interpretation services through June 30, 2023; and
3. Awards a contract to Culture Bridges, LLC and authorizes the City Manager to negotiate execute a contract with Culture Bridges LLC, in a form approved by the City Attorney, for Citywide Spanish-language simultaneous interpretation services for a term of three years, at a compensation rate of $50,000 per year for a total not-to-exceed of $50,000. 1 of 1
