NOTICE
This meeting will be held virtually and in-person at the Council Chambers located on 2415 University Ave, First Floor East Palo Alto, CA 94303. The virtual portion of this City Council meeting will be conducted in accordance with City of East Palo Alto Resolution adopted pursuant to Assembly Bill 361.
The public may participate in the City Council Meeting via Zoom Meeting or by attending in-person in the Council Chambers at 2415 University Ave, First Floor East Palo Alto, CA 94303. Community members may provide comments by emailing [email protected], submitting a speaker card at the meeting or using the “RAISE HAND” feature when the Mayor or City Clerk call for public comment. Emailed comments should include the specific agenda item on which you are commenting.

3. APPROVAL OF CONSENT CALENDAR
1. 2023 TOT Recommendations*
Recommendation: Adopt a Resolution approving:
1. For Calendar Year 2023 funding cycle only, appointment of a one-time Internal Review Panel comprised of City Staff to recommend awards of the Transient Occupancy Tax (TOT) community funds in place of the Community Grants Review Panel; and
2. The Internal Review Panel’s proposed funding recommendations for Calendar Year 2023 Transient Occupancy Tax (TOT) grants.
*Added one attachment to the staff report (TOT Final Proposals)
2. Police Patrol Vehicles
Recommendation: Adopt a resolution:
1. Authorizing the City Manager to issue a purchase order in favor of National Auto Fleet Group to purchase two (2) 2023 Dodge Durango Police Vehicles for the Police Department in an amount not to exceed $104,752.98.
2. Waive the formal bid procedure pursuant to East Palo Alto Municipal Code Section 2.84.070(D).
3. Approval of Classification and Compensation Schedules for New, Revised, Retitled, and Reclassified Positions
Recommendation: Adopt a resolution:
1. Approving the following amendments to the City’s Classification and Compensation Schedule;
a. Adopt the revised Salary Schedule for the new classifications; b. Revise classification specification for the Grants Coordinator; c. Create new classification, related specifications, salary schedule and 1.0 FTE allocation for Management Analyst I/II (1-year Limited Term Duration); d. Reclassify the following positions: Human Resources Technician to Human Resources Technician I/II, Finance Senior Management Analyst to Accountant Senior, and Code Enforcement Officer I/II to Building Inspector / Neighborhood Preservation Officer I/II;
e. Retitle the classification: Neighborhood Preservation Officer I/II; f. Create the new classification specification for “Extra Help Retired Annuitant”;
2. Authorizing the City Manager to make non-substantive corrections to related specifications and schedules that do not affect authority, autonomy, level of position, or scope or breadth of work.

4. STUDY SESSION
1. TDM Program and RBD TDM/TMA Study Session
Recommendation: Accept the staff report and provide input on a proposed framework for implementing the Transportation Demand Management (TDM) Ordinance, formation of a Transportation Management Association (TMA), and Parking policies for the Ravenswood Business District/Four Corners TOD (RBD) Specific Plan Update.
5. ADJOURNMENT

The City Council meeting packet may be reviewed by the public in the Library or the City Clerk's Office. Any writings or documents pertaining to an open session item provided to a majority of the City Council less than 72 hours prior to the meeting, shall be made available for public inspection at the front counter at the City Clerk's Office, 2ND Floor, City Hall, 2415 University Avenue, East Palo Alto, California 94303 during normal business hours.
Information distributed to the Council at the Council meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided for this purpose.
East Palo Alto City Council Chambers is ADA compliant. Requests for disability related modifications or accommodations, aids or services may be made by a person with a disability to the City Clerk's office at (650) 853-3127 no less than 72 hours prior to the meeting as required by Section 202 of the Americans with Disabilities Act of 1990 and the federal rules and regulations adopted in implementation thereof.
