RESOLUTION NO.– 2023
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EAST PALO ALTO
AUTHORIZING THE CITY MANAGER TO EXECUTE A RETAINER AGREEMENT WITH KEN BROWN STRATEGIC CONSULTING IN AN AMOUNT NOT TO EXCEED $155,000 FOR THE PERIOD OF JULY 1, 2023 THROUGH JUNE 30, 2024 AND WAVING THE FORMAL BID PROCEDURES UNDER SECTION 2.84.070(D) OF THE MUNICIPAL CODE.
WHEREAS, it is critically important for the City of East Palo Alto (“City”) to protect its welfare by advocating for the City’s interests at the state and federal levels; and WHEREAS, identifying programs and grants the City may qualify for, promoting and advancing legislation that is beneficial to the interests and needs of our City, is critical to continue improving the quality of life of its residents; and
WHEREAS, it is more efficient to contract with a specialized firm that has experience in providing government affairs consulting services; and
WHEREAS, Ken Brown Strategic Consulting (“KSBC”) has proven effective in advancing the interests of the City by obtaining multiple grants for water infrastructure, advocating at the state level to maintain transportation funding for Bay Road and the University Avenue overpass, and securing the repayment of the former City Redevelopment Agency loans; and WHEREAS, the cost of services of KBSC are reasonable despite inflation and expanding services that provides expert support in government affairs consulting activities at the state level.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF EAST PALO ALTO HEREBY:
1. Finds the foregoing recitals true and correct and incorporated by reference into this action; and
2. Authorizes the City Manager to negotiate and execute a retainer agreement with Ken Brown Strategic Consulting in an amount not to exceed by $155,000 and a term through June 30, 2024.
3. Waives the formal bid procedures under section 2.84.070(D) of the Municipal Code.
