RESOLUTION NO.– 2023
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EAST PALO ALTO
AUTHORIZING THE CITY MANAGER TO AWARD, NEGOTIATE, AND EXECUTE AGREEMENTS
WITH REGIONAL GOVERNMENT SERVICES (RGS), MUCHMORE THAN CONSULTING, LLC,
AND CPS HR CONSULTING FOR AS-NEEDED HUMAN RESOURCES SUPPORT, IN A FORM APPROVED BY THE CITY ATTORNEY, FOR ALL THREE (3) VENDORS SHARING A TOTAL NOT-TO-EXCEED AMOUNT OF $200,000 AND A TERM THROUGH JUNE 30, 2024, WITH TWO ANNUAL EXTENSIONS AT THE CITY MANAGER’S DISCRETION.
WHEREAS, recognizing the City's commitment to operational excellence, the potential to bolster efficiency within our municipality through the engagement of HR support services is evident; and WHEREAS, the prospect of entrusting specialized HR responsibilities to external professionals holds the promise of tapping into a vast reservoir of expertise and insights, alleviating the strain on our internal resources devoted to core municipal operations; and WHEREAS, the acquisition of Human Resource support stands poised to deliver a multitude of invaluable advantages to the City; and
WHEREAS, it is noteworthy that the City maintains the flexibility to engage with vendors without any imposed obligations concerning future work commitments; and WHEREAS, the City's interactions with vendors for specific service requisitions will be guided by a well-structured work order process; and
WHEREAS, on August 3, 2023, the City issued a request for proposals (RFP) to solicit offers to provide Human Resource support; and
WHEREAS, the deadline for proposal submissions was set for the 18th day of August in the year 2023, resulting in the receipt of three highly competitive proposals; and WHEREAS, following review of the proposals, staff determined that Regional Government Services (RGS), Muchmore than Consulting, LLC, and CPS HR Consulting, jointly, could meet the City’s needs.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF EAST PALO ALTO HEREBY:
1. Finds the foregoing recitals true and correct and incorporated by reference into this action; and
2. Authorizes the City Manager to award, negotiate, and execute agreements with Regional Government Services (RGS), Muchmore than Consulting, LLC, and CPS HR Consulting for as-needed Human Resources Support, in a form approved by the City Attorney, for all three (3) vendors sharing a total not-to-exceed amount of $200,000 and a term through June 30, 2024, with two annual extensions at the City Manager’s discretion.
