RESOLUTION NO.– 2023
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EAST PALO ALTO
AUTHORIZING THE CITY MANAGER TO AWARD, NEGOTIATE AND EXECUTE AGREEMENTS WITH BOLT STAFFING, MUCHMORE THAN CONSULTING, LLC & 22ND CENTURY
TECHNOLOGIES, INC FOR ON-CALL ADMINISTRATIVE AND TECHNICAL STAFFING SUPPORT, IN A FORM APPROVED BY THE CITY ATTORNEY FOR ALL THREE (3) VENDORS SHARING A TOTAL NOT-TO-EXCEED AMOUNT OF $500,000, AND FOR A TERM THROUGH JUNE 30, 2026.
WHEREAS, the City will shortly begin Enterprise Resource Program (ERP) onsite training and implementation, while prolonged vacancies in various positions, particularly within the Finance and HR departments, will place an overwhelming burden on existing staff; and WHEREAS, recognizing the merits of having readily available support staffing, the City stands to reap substantial advantages; and
WHEREAS, it is noteworthy that the City maintains the flexibility to engage with vendors without any imposed obligations concerning future work commitments; and WHEREAS, the City's interactions with vendors for specific staffing requisitions will be guided by a well-structured work order process; and
WHEREAS, on May 10, 2023, the City issued a request for proposals (RFP) to provide on-call as needed temporary staffing services; and
WHEREAS, the stipulated deadline for proposal submissions was June 9, 2023, resulting in the receipt of 18 proposals, 16 of which met the prescribed minimum criteria for further assessment; and WHEREAS, after meticulous evaluation, interviews were conducted with four out of the 16 proposals; and
WHEREAS, following the interview process, City staff determined that Bolt Staffing, Muchmore than Consulting, LLC & 22nd Century Technologies, Inc best met the City’s needs.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF EAST PALO ALTO HEREBY:
1. Finds the foregoing recitals true and correct and incorporated by reference into this action; and
2. Authorizes the City Manager to award, negotiate and execute agreements with Bolt Staffing, Muchmore than Consulting, LLC & 22nd Century Technologies, Inc for On-Call Administrative and Technical Staffing Support, in a form approved by the City Attorney for all three (3) vendors sharing a total not-to-exceed amount of $500,000, and for a term through June 30, 2026.
