RESOLUTION NO. XX – 2023
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF EAST PALO ALTO
AUTHORIZING THE CITY MANAGER TO AWARD TO AND EXECUTE A CONTRACT AGREEMENT WITH CAL-WEST LIGHTING AND SIGNAL MAINTENANCE INC. IN THE AMOUNT OF $80,020 PER YEAR FOR A PERIOD OF FIVE YEARS TO PROVIDE
MAINTENANCE SERVICES FOR THE CITY'S TRAFFIC SIGNALS, STREET LIGHTS,
AND RAPID RECTANGULAR FLASHING BEACONS
WHEREAS, the City currently operates and maintains sixteen (16) traffic signals, approximately nine hundred (900) LED streetlights, and rapid rectangular flashing beacons as well as lighted crosswalks; and
WHEREAS, the traffic signals, streetlights and other electrical equipment need regular maintenance to minimize malfunctioning; and
WHEREAS, the City also requires services to adequately mark all traffic signal conduit and equipment (Underground Service Alert - "USA") in accordance with California Government Code Section 4216 et seq.; and
WHEREAS, the City also needs traffic signal on-call services to repair equipment damaged due to vehicle collisions, vandalism, and other factors that may result in the need for emergency maintenance services; and
WHEREAS, on May 22, 2023, the City of East Palo Alto issued a Request for Proposal (RFP) requesting the services of electrical firms specializing in traffic signal, street lights, and traffic signal emergency repair work; and
WHEREAS, on June 30, 2023, the City received and scored three (3) proposals; and WHEREAS, Cal-West Lighting and Maintenance Inc. (Cal-West) was the highest rated proposal as well as the lowest cost; and
WHEREAS, in addition to the base contract cost of $30,020 for regular traffic signal maintenance services, an additional amount of $50,000 is recommended to be added to the contract amount for on-call traffic emergency services to repair, on an emergency basis, damages caused by vehicle collisions and vandalism; and
WHEREAS, the Traffic Signal, Street Light & Lighting Maintenance contract with Cal-West is recommended for a total amount of $80,020 per year for a contract term of five (5) years; and WHEREAS, the associated cost of $80,020 will be expended from the State Gas Tax Fund and Ravenswood Lighting District Fund; and

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF EAST PALO ALTO HEREBY:
1. Finds the foregoing recitals are true and correct, and are incorporated by this reference into this action; and
2. Authorizes the City Manager to award to and execute an agreement, in a form approved by the City Attorney, with Cal-West Lighting and Signal Maintenance Inc. in the amount not-to-exceed $80,020 per year for a period of five (5) years to provide maintenance services for the City’s traffic signals, streetlights, and rapid rectangular flashing beacon and emergency services.
