The virtual portion of this City Council meeting will be conducted in accordance with City of East Palo Alto Resolution adopted pursuant to Assembly Bill 361.

9.1 Discussion of Draft Nexus Study and Draft Financial Feasibility Analysis for Updating the City's Development Impact Fees for Funding Parks and Trails, Public Facilities, Transportation, Water, and Storm Drainage Infrastructure Improvements.
Recommendation:
Discuss and provide comments on the Draft Development Impact Fee Nexus Study Update, Draft Development Impact Fee Financial Feasibility Analysis, and Development Program Fee Options
9.2 Economic Development Strategic Plan RFP (Authorization to Release & Appointment of City Council Adhoc Subcommittee).
Recommendation:
By motion, authorize the City Manager to issue
a
Request for Proposal (RFP) for the East Palo Alto Economic Development Strategic Plan (ED Strategic Plan) project By motion, appoint a two-member City Council Ad Hoc Subcommittee to provide input and advice to City Staff and Project Team members on the ED Strategic Plan project
9.3 Citizen Initiative
Recommendation:
Adopt a resolution:
Calling for the consolidation of the measure with the General Municipal Election scheduled for November 5, 2024, for the purpose of submission of a measure to the voters; Determining the City’s interest in ballot arguments (for, against, or rebuttal), including determining certain details concerning such arguments, such as how and when they will be finalized and approved; and If desired, order a report on the initiative's effect on municipal operations, with direction as to when the report must be returned to the Council, no later than 30 days.

East Palo Alto City Council Chambers is ADA compliant.
