Special Joint Meeting of the City Council and Planning Commission Wednesday, April 20, 2022

1. CALL TO ORDER
The special meeting of the Eastvale City Council was called to order at 6:30 p.m. by Mayor Lorimore.
2. ROLL CALL
Present: Councilmembers Dinco, Plott, Yow, Mayor Pro Tem Rigby, and Mayor Lorimore.
Planning Commissioners Hove, Lee, Rochelle, Vice-Chair Mensen, and Chair Laney.
Absent:
City Staff
Present: Interim City Manager Garcia, Community Development Director Gibson-Williams, and City Clerk/Communications Director Donohue were present at roll call. Other staff members were present and responded to questions.
PLEDGE OF ALLEGIANCE
Planning Commission Chair Laney led the Pledge of Allegiance.
PUBLIC COMMENT - None
PUBLIC HEARINGS
5.1 Adoption of the 2021-2029 Housing Element Update and Addendum to the Eastvale General Plan Final Impact Report
Community Development Director Gibson-Williams provided a PowerPoint presentation and answered related questions.
The following individuals provided public comment:

The City Council and the Planning Commission discussed the item and provided feedback.
On motion of Planning Commissioner Lee and second by Planning Commissioner Rochelle, the Planning Commission voted unanimously to:
1. Adopt a resolution recommending City Council approval of General Plan Amendment No. PLN22-20016 adopting the 2021-2029 Housing Element Update in accordance with California Government Code Sections 65580 through 65589, and an Addendum to Eastvale General Plan Environmental Impact Report (State Clearinghouse No. 2011111061) in accordance with California Environmental Quality Act (CEQA) Guidelines Section 15164.
On motion of Councilmember Dinco and Second by Councilmember Plott, the City Council voted unanimously to:
1. Adopt a resolution approving General Plan Amendment No. PLN22-20016 adopting the 2021-2029 Housing Element Update in accordance with California Government Code Sections 65580 through 65589, and an Addendum to Eastvale General Plan Final Environmental Impact Report (State Clearinghouse No. 2011111061) in accordance with California Environmental Quality Act (CEQA) Guidelines Section 15164.
Councilmember Yow inquired about a community benefit agreement and what the timeline would be.
ADJOURNMENT - The special meeting was adjourned at 8:09 p.m. The next regular meeting of the Eastvale City Council is scheduled for Wednesday, April 27, 2022, at 6:30 p.m. The next special meeting of the Eastvale Planning Commission is scheduled for Monday, April 25, 2022, at 6:00 p.m.
