City of Eastvale Crime Statistics – June 2022
Prepared By:

Eva Terekhova, Emergency Management Specialist
Recommended Action(s)
Staff recommends that the City Council receive and file the Eastvale Crime Statistics for June 2022.

Summary
The City Council requested staff to collaborate with the Riverside County Sheriff’s Department to develop a crime sta's'cs document that would reflect selected Part I and Part II crime data for the City of Eastvale. Intended to show month-to-month crime sta's'cs, the document will assist in determining appropriate staffing levels for law enforcement services.

Background
In May 2017, City Council directed staff to coordinate with the Riverside County Sheriff’s Department to request and obtain monthly crime sta's'cs for the City of Eastvale. The primary intent of the request was to determine appropriate staffing levels during the City’s contract nego'a'ons with the Sheriff’s Department. Over several weeks, the city manager and staff worked collabora'vely with Riverside County Sheriff’s Department administra'on and management to obtain crime statistics that could be shared with the public on a regular basis.

Upon receiving the data, the Riverside County Sheriff’s Department advised staff that the data provided would be reflec've of the previous month, or thirty days behind the current month; and that the report would need to include a disclaimer identifying the data as preliminary and raw.

At the July 26, 2017 mee'ng, City Council recommended that staff add columns reflec've of felony and misdemeanor arrests. During the September 26, 2017 mee'ng, City Council recommended staff 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

add traffic viola'ons/cita'ons data and the total calls for service broken down per month. Crime sta's'cs that were released in the 'me that passed since the last mee'ng of the City Council are attached.

Environmental
Crime sta's'cs are not a project pursuant to the California Environmental Quality Act (CEQA) and no environmental review is required.

Budget Appropria)on for Purchase of Community Enhancement and Safety Vehicles
Prepared By:

Amanda Wells, Finance Director/City Treasurer
Recommended Action(s)
Staff recommends that the City Council
Approve and Adopt Budget Resolu on Amending the Fiscal
Year 2022-23 Budget by $60,000 for the purchase of two Community Enhancement and Safety vehicles.

Summary
The fiscal year 2022-23 budget must be amended to reflect the purchase of two new 2022 Ford Maverick Pickup Trucks for the Community Enhancement and Safety (CES) team authorized by City Council on May 25, 2022, as the city's older Nissan Leaf vehicles will be reassigned to the new Community Enhancement Volunteer program.

Background
On April 27, 2022 the City Council approved the Community Enhancement Volunteer Program. The city currently operates two Nissan Leaf vehicles within the CES division. In order to accommodate the new Volunteer Program, the city will repurpose the Nissan Leafs towards the volunteer program and purchase two new pickup trucks for the CES division. On May 25, 2022 the City Council approved the purchase order for the purchase of two 2022 Ford Maverick Pickup Trucks. Purchase order 1016 was issued on June 6, 2022 and the units were ordered by the Community Safety Department. At that me, adequate budget was available in the 2021-22 fiscal year. Due to pandemic related supply chain issues, the pickup trucks will not be delivered un l later this fall. As a result, the city must amend its 2022-23 budget. The budget appropriated in the 2021-22 fiscal year was not u lized and remains in the city's unassigned fund balance within the Capital Projects Fund 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

for the 2022-23 fiscal year.

Environmental
Government fiscal ac vi es and budget appropria ons are not considered a Project as defined by the California Environmental Quality Act (CEQA) and no environmental review is required.

Strategic Plan Action - Priority Level: N/A

| Goal #: N/A
Not applicable.

Fiscal Impact
The fiscal year 2021-22 budget included adequate appropria ons for the vehicle purchase in the Capital Project Fund under account 600-330-6610. However, the city an cipated accep ng delivery of the vehicles before June 30, 2022. As a result, budget must be appropriated with the Capital Project Fund for the purchase in the 2022-23 fiscal year. The Capital Project Fund is funded through transfers from the General Fund and the Capital Project Fund has adequate fund balance to support the purchase. Ongoing vehicle maintenance costs are currently budgeted in the General Fund, and maintenance budget was appropriated during the fiscal year 2022-23 budget process.

Prior City Council/Commission Action
City Council approved the crea on of the Community Enhancement Volunteer Program on April 27, 2022 under item 13.2 and the purchase order for the purchase of the two vehicles on May 25, 2022 under agenda item 11.11.

Staff Authorizations for Local Agency Investment Fund (LAIF) Prepared By:

Amanda Wells, Finance Director/City Treasurer
Recommended Action(s)
Staff recommends that the City Council Approve and Adopt Resolu on No. 22-XX authorizing
investment of monies in the Local Agency Investment Fund.

Summary
The Local Agency Investment Fund (LAIF) is a voluntary program created by California statute. It began in 1977 as an investment alterna
ve for California's local government agencies and special districts. The program offers local agencies the opportunity to par cipate in a major por1olio,
which invests hundreds of millions of dollars, and u
lizes the investment exper
se of the State
Treasurer's Office investment staff at no addi
onal cost to the taxpayer. Addi
onally, this program
affords the city the opportunity to invest large sums while maintaining liquidity on the investments.

Background
On February 27, 2013, the City Council adopted Resolu
on No. 13-04 authorizing investment of
monies in the Local Agency Investment Fund (LAIF). The resolu on allowed the City to par
cipate in
a pooled investment fund with oversight and exper
se from the State Treasurer's office. In addi
on,
the resolu
on authorized certain City officers, or their successors, to deposit or withdraw monies in the Local Agency Investment Fund. Resolu
on No. 13-04 listed three City officers, or their successors in office, who were authorized to order the deposit or withdrawal of monies in the Local Agency Investment Fund and transfer funds with the State Treasurer's Office. The three posi ons authorized
to deposit or withdraw money were City Manager, Treasurer, and Deputy Finance Director.

Since the adop

Election Code Section 10229 provides three options to be considered by the governing body (City Council), in the event only one or no nominees filed by the close of the filing period. These options include:

1 .

Appoint to the office the person who has been nominated. 2 .

Appoint to the office any eligible voter if no one has been nominated. 3 .

Hold the election if either no one or only one person has been nominated.

Given that any elec
on, which would be held in November, would be uncontested for District 1 and District 3, staff finds no value in pursuing the third op on. Addi
onally, the City would incur costs of
approximately $50,000 in order to continue with the election in District 1 and District 3.

The appointment of a City Councilmember must be approved by a majority vote of the City Council.

The person appointed shall qualify and take office and serve exactly as if elected at a municipal elec
on for the office. AHer the appointments are approved, the City Clerk shall not accept for filing any statement of write-in candidacy.
