1. CALL TO ORDER
The regular meeting of the Eastvale City Council was called to order at 5:30 p.m. by Mayor Lorimore.
2. ROLL CALL
Present: Councilmembers Dinco, Plott, Yow, Mayor Pro Tem Rigby, and Mayor Lorimore
Absent:
City Staff
Present: Interim City Manager Garcia, City Attorney Vega, and City Clerk/Communications Director Donohue were present at Roll Call. Other staff members were present.

11. CONSENT CALENDAR
On motion of Councilmember Plott and second Councilmember Dinco, the City Council voted unanimously to approve Consent Calendar items 11.1 - 11.5 and 11.7 - 11.10.
11.1 City Council Meeting Minutes
The City Council approved the City Council meeting minutes from the regular meeting on July 27, 2022.
11.2 Warrant Register: July 2022
The City Council approved the payment of warrants as submitted by the Finance Department.
11.3 Treasurers Report: July 2022
The City Council received and filed the City Treasurer's Report.
11.4 Planning Department Update
The City Council received and filed the Planning Department Update.
11.5 Public Works Department Update
The City Council received and filed the Public Works Department Update.
11.6 City of Eastvale Crime Statistics - June 2022
Councilmember Dinco requested to pull the item.

Councilmember Dinco requested that ALPR data be provided to the City Council at the next meeting.
Councilmember Yow requested that the crime reporting link be posted on the city website.
On motion of Councilmember Plott and second by Councilmember Dinco, the City Council voted unanimously to receive and file the Eastvale Crime Statistics for June 2022.
11.7 Budget Appropriation for Purchase of Community Enhancement and Safety Vehicles
The City Council approved and adopted Budget Resolution 22-55, Amending the Fiscal Year 2022-23 Budget by $60,000 for the purchase of two Community Enhancement and Safety vehicles.
11.8 Staff Authorizations for Local Agency Investment Fund (LAIF) The City Council approved and adopted Resolution No. 22-56, authorizing investment of monies in the Local Agency Investment Fund.
11.9 Approval of a Second Contract Amendment for Software Support Services Provided by Gray Quarter Inc.
The City Council:
1. Approved the second amendment to the multi-year contract for a total not-to-exceed amount of $99,205.00. Of that total, $49,395.00 is for fiscal year 2022-23.
2. Authorized the City Manager to execute the contract amendment and other necessary documents.
11.10 Award of Agreement to Stay Green Inc. for Landscape Maintenance Services at Various Locations
The City Council:
1. Approved the Agreement with Stay Green Inc. for Landscape Maintenance Services at Various Locations;
2. Approved Resolution 2022-57 for budget amendment; and
3. Authorized the City Manager to execute all necessary documents.

13. CITY COUNCIL BUSINESS
13.1 Planning Commission Appointment
City Clerk/Communications Director Donohue provided summarized the staff report and answered related questions.
Mayor Lorimore opened the public comment period. With no one desiring to speak on this item, Mayor Lorimore closed the public comment period.
On motion of Councilmember Plott and second by Councilmember Dinco, the City Council voted unanimously to approve Mayor Lorimore's nomination of Daniel Reid to the Planning Commission.
13.2 Discussion to Appoint or Hold the General Municipal Election in District 1 and 3 Mayor Lorimore and Mayor Pro Tem Rigby recused themselves from the item.
City Clerk/Communications Director Donohue provided summarized the staff report and answered related questions.
Mayor Lorimore opened the public comment period. With no one desiring to speak on this item, Mayor Lorimore closed the public comment period.
On motion of Councilmember Dinco and second by Councilmember Yow, the City Council voted unanimously by those present to continue with election for District 1 and District 3.
