This Agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action or direction shall be taken on any item not appearing on the following Agenda. Unless legally privileged, all supporting documents, including staff reports, and any writings or documents provided to a majority of the City Council after the posting of this agenda are available for review at Eastvale City Hall, 12363 Limonite Avenue, Eastvale, CA 91752 or you may contact the City Clerk's Office, at (951) 361-0900 Monday through Thursday from 7:30 a.m. to 5:30 p.m. and available online at www.eastvaleca.gov

Per City Council action on May 27, 2020, the City Council Chamber is now open to the public in a limited capacity. Those who attend the meeting in person will have to social distance from others and only a limited amount of people will be permitted in the Council Chamber at the same time. Members of the public who wish to observe the meeting and/or make public comment may also do so by logging into GoTo Webinar at the above stated date and time. Information on how to participate via GoToWebinar and call in instructions can be found using the following link https://bit.ly/2XZfZUS
To maximize public safety while still maintaining transparency and public access, members of the public can observe the meeting by GoTo Webinar platform and may provide public comment by sending comments to the City Clerk's Office by email at [email protected]
or utilize the "raise your hand" function in GoToWebinar to speak at the meeting. Staff will monitor emails to the extent possible during the meeting and provide comments as possible. All comments will be made part of the record. Comments will then be read into the record, with a maximum allowance of 3 minutes per individual comment, subject to the Mayor's discretion to reduce time on public comment. All comments should be a maximum of 500 words, which corresponds to approximately 3 minutes of speaking time. If a comment is received after the agenda item is heard but before the close of the meeting, the comment will still be included as a part of the record of the meeting but will not be read into the record.

RECOMMENDED ACTION(S):
Staff recommends that the City Council approve a Three-Year Software Services Agreement with SAP Concur for expense management software and related professional service in an amount not to exceed $91,904, and authorize the City Manager to execute the Agreement.

RECOMMENDED ACTION(S):
Staff recommends that City Council introduce, read by title and waive further reading of the amendment to Chapter 8.17 increasing Short Term Rental Fines.

Approval of Agreement with Alcorn Fence Company for Minor Construction Services for Safety Purposes Submitted by: Community Development
RECOMMENDED ACTION(S):
Staff recommends that the City Council authorize the City Manager to execute an agreement with Alcorn Fence Company in an amount not-to-exceed $42,823 for performing minor construction services for safety purposes, approve an exemption from the competitive bidding requirements, and find the approval of the agreement to be exempt from review under the California Environmental Quality Act (CEQA).
