CALL TO ORDER
The regular meeting of the Eastvale City Council was called to order at 6:31 p.m. by Mayor Rigby.
2. ROLL CALL
Present: Councilmembers Lorimore, McMinn, Yow, Mayor Pro Tem Dinco, and Mayor Rigby.
Absent: None.
City Staff
Present: City Manager Orme, City Attorney Vega, and Deputy City Clerk Lopez were present at Roll Call. Other staff members were present.

8.1 Donate Life Month Proclamation
The Donate Life Month Proclamation was presented to Allen Jolley from One Legacy.

11. CONSENT CALENDAR
On motion of Councilmember Lorimore and second Mayor Pro Tem Dinco, the City Council voted unanimously to approve the Consent Calendar.
11.1 City Council Meeting Minutes
The City Council approved the City Council meeting minutes from regular meeting on March 22, 2023 and the special meeting on March 28, 2023.
11.2 Warrant Register: February 2023
The City Council approved the payment of warrants as submitted by the Finance Department.
11.3 Interim Financial Report - Fiscal Year 2022-23, Quarter 2 The City Council received and filed the Interim Financial Report for Fiscal Year 2022- 23, Quarter 2 ending December 31, 2022.
11.4 Agreement for Minor Construction Services & Purchase Order for Door Access Project
The City Council:
1. Approved a purchase order in the amount of $32,544.47 with Infinity echnologies plus an additional $4,000 in project contingency, for door acce quipment and an exemption from the competitive bidding process for a so source provider under Eastvale Municipal Code Section 04.06.080(g); and
2. Approved an agreement for minor construction services with Teledata Enterprise Networks for a not to exceed amount of $57,962.70 plus an additional $5,000 for project contingency and an exemption from the competitive bidding process under Eastvale Municipal Code Section 4.06.080(i).

13.1 Adoption of Microtrench Standard
City Engineer Chung presented a PowerPoint presentation and answered related questions.

13.2 Adoption of Catalytic Converter Unlawful Possession Ordinance Community Safety Director Terfer summarized the staff report and answered related questions.
Mayor Rigby opened the public comment period. Hearing no response, Mayor Rigby closed the public comment period.
On motion of Councilmember Lorimore and second by Mayor Pro Tem Dinco, the Council voted unanimously to introduce, read by title, and waive further reading of the Catalytic Converter Unlawful Possession Ordinance.
13.3 Local Hazard Mitigation Plan Update
Emergency Management Specialist presented a PowerPoint presentation and answered related questions.
Mayor Rigby opened the public comment period. Hearing no response, Mayor Rigby closed the public comment period.
There was consensus by the City Council to receive and file the Draft 2023 Local Hazard Mitigation Plan Update.
