1. CALL TO ORDER
The regular meeting of the Eastvale City Council was called to order at 6:31 p.m. by Mayor Rigby.
2. ROLL CALL
Present: Councilmembers Lorimore, McMinn, Yow, and Mayor Rigby.
Absent: Mayor Pro Tem Dinco.
City Staff
Present: City Manager Orme, City Attorney Vega, and City Clerk/Communications Director Donohue were present at Roll Call. Other staff members were present.

11. CONSENT CALENDAR
On motion of Councilmember Lorimore and second by Councilmember Yow, the City Council voted to approve the Consent Calendar.
11.1 City Council Meeting Minutes
The City Council approved the City Council meeting minutes from regular meeting on May 24, 2023.
11.2 The Road Repair and Accountability Act of 2017 SB 1 - Project List for FY 23/24 The City Council adopted Resolution No. 23-23, adopting a list of projects for fiscal year 2023-24 funded by SB1.
11.3 Approval of Professional Services Agreement with Robb R. Steel for FY 2023-2024 Economic Development and Community Development Consultation Services The City Council authorized the City Manager to execute a Professional Services Agreement with Robb R. Steel in an amount not-to-exceed $48,000.00 for economic development and community development consultation services from July 1, 2023 to June 30, 2024; and authorize the City Manager to execute the agreement.
11.4 Approval of Parcel Map No. 38114 - The Ranch - North of Limonite Avenue between Hellman Avenue and Taylor Way
The City Council adopted Resolution 23-24, approving Parcel Map No. 38114 - Project No. 22-10006.
11.5 Approval of Professional Services Agreement with Breaking the Chains Consulting for FY 2023-2024 Organizational Development Services
The City Council authorized the City Manager to execute a Professional Services Agreement with Breaking the Chains Consulting in the amount of $35,000.00 for organizational development consulting services from July 1, 2023, to June 30, 2024.

11.6 Approval of Task Order No. 7 with CSG Consultants, Inc for Leal Plan Check Review The City Council authorized the City Manager to approve a Task Order in an amount not to exceed $50,000 to the On-call Contract with CSG Consultants, Inc for the Plan Check Review of the Leal development project.
11.7 Adoption of Electric Vehicle Charging Systems Ordinance The City Council approved the second reading and adopted the Electric Vehicle Charging Systems Ordinance No. 23-25.
11.8 Approval of Professional Services Agreement with Liebert Cassidy Whitmore for Personnel-Related Legal Services
The City Council authorized the City Manager to execute a Professional Services Agreement with Liebert Cassidy Whitmore (LCW) for consulting, representationa and legal services pertaining to employee relation matters from July 1, 2023, unti either party should decide to terminate the agreement.
11.9 Public Safety Commission Appointment
The City Council approved Mayor Tem Dinco's nomination of Julio Mendez to the Public Safety Commission.
11.10 Budget Appropriation for Reimbursement to Lewis Land Developers per the terms of the Joint Improvement Agreement for the Southern Slope Improvements at Hamner Place
The City Council approved and adopted Resolution 23-25, Amending the Fiscal Year 2022-23 Budget by $627,530 for Southern Slope Improvements at Hamner Place.

13.1 Draft Proposed Fiscal Year 2023-2024 Annual Operating and Capital Improvement Budget Study Session
Finance Director/City Treasurer Wells presented a PowerPoint presentation and answered related questions.
Mayor Rigby opened the public comment period. Hearing no response, Mayor Rigby closed the public comment period.
The City Council City Council conducted a study session, reviewed, and provided feedback on the Draft Proposed Fiscal Year 2023-2024 Annual Operating and Capital Improvement Budget.
