1. CALL TO ORDER
The regular meeting of the Eastvale City Council was called to order at 6:33 p.m. by Mayor Dinco.
2. ROLL CALL
Present: Councilmembers Lorimore, Rigby, Yow, Mayor Pro Tem McMinn, and Mayor Dinco.
Absent:
City Staff
Present: City Manager Orme, City Attorney Vega, and City Clerk/Communications Director Donohue were present at Roll Call. Other staff members were present.

11. CONSENT CALENDAR
On motion of Councilmember Lorimore and second by Mayor Pro Tem McMinn, the City Council voted unanimously to approve the Consent Calendar.

The City Council approved the City Council meeting minutes from the regular meeting on January 10, 2024.
11.2 Warrant Register: November 2023
The City Council approved the payment of warrants as submitted by the Finance Department under Attachment 1.

11.8 Annual Development Impact Fee Report as of June 30, 2023 The City Council received and filed the Annual Development Impact Fees Report as of June 30, 2023.
11.9 Adoption of Ordinance Amending Penalties for Cannabis Violations The City Council adopted Ordinance 24-01 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EASTVALE, CALIFORNIA, AMENDING SECTION 120.04.150 (CANNABIS FACILITIES, CULTIVATION, AND DELIVERIES) TO THE EASTVALE MUNICIPAL CODE.
11.10 Adoption of An Ordinance Adding Sections 10.20.180, 10.20.190, 10.20.200, and
10.32.80 to Chapter 10 of the Eastvale Municipal Code Related to Parking Violations
The City Council adopted Ordinance 24-02 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EASTVALE, CALIFORNIA, ADDING SECTIONS 10.20.180 (PARKING WITHIN 18 INCHES OF THE CURB), 10.20.190 (PROHIBITED PARKING IN LOADING ZONES), 10.20.200 (STOPPING IN DESIGNATED FIRE LANE), AND 10.32.80 (ABANDONMENT OF VEHICLE) TO THE EASTVALE MUNICIPAL CODE.
11.11 Professional Services Agreement with Englekirk for the Structural Peer Review of City Hall, Library, and Police Station
The City Council authorized the City Manager to execute a contract with Englekirk for an amount of $48,000 plus 10% contingency for a not to exceed amount of $52,800, to provide structural peer review service of City Hall, Library, and Police Station.
11.12 Approval of a Change Order for: Task Order No. 13 for the Leal Plan Check Reviews; and new Task Order No. 15 for the Walmart Plan Check Reviews by CSG Consultants
The City Council:
1. Approved a change to Task Order No. 13 for the On-Call Contract with CSG Consultants, Inc. for the plan check reviews of the Leak Development Project in the amount of $70,000; and
2. Approved the Task Order No. 15 for the On-Call Contract with CSG Consultants, Inc. for the plan check reviews of Walmart Development Project in the amount of $28,692; and
3. Authorized the City Manager to execute all necessary documents.

11.13 Interim Financial Report - Fiscal Year 2023-24, Quarter 1 The City Council received and filed the Interim Financial Report for Fiscal Year 2023- 24, Quarter 1 ending September 30, 2023.
11.14 Congressional Community Project Funding Request Support Letter for the New Eastvale Library
The City Council approved a letter supporting the submittal of a FY 2024-2025 $4 million Congressional Community Project Funding Request for the new Eastvale Library.
Councilmember Yow provided comments.
12. PUBLIC HEARINGS
12.1 User Fee Study Results and Adoption of City Fess for Various City Services Finance Director/City Treasurer Wells provided a PowerPoint presentation and answered related questions.
Mayor Dinco opened the public hearing. Hearing no response, Mayor Dinco closed the public hearing.
On motion of Councilmember Lorimore and second by Mayor Pro Tem McMinn, the City Council voted unanimously to:
1. Conduct a public hearing on consideration of a Resolution establishing and adopting City Fess for various services; and
2. Received the User Fee Study Findings Report; and
3. Approved and adopted Resolution 24-08, Establishing and Adopting City Fess for Various City Services, with a revision to include that the CPI adjustment cap be reduced to 10%; and
4. Directed the City Manager to cause the City's user fees adopted herein to be reviewed and for updates to be brought to City Council for consideration in five years, or as soon thereafter as is practicable.

13.1 Eastvale Essentials - City Merchandise Shop
Communications Officer Kortsen presented a PowerPoint presentation and answered all related questions.

On motion of Councilmember Rigby and second by Mayor Pro Tem McMinn, the City Council voted unanimously to approve a surcharge of 12% per item for administrative cost recovery.
There was consensus to direct staff to redesign the logo and bring it back to the City Council at a future meeting.
