Eastvale Military Banner Program
Prepared By:

Stephanie Vasquez, Assistant to the City Manager
Recommended Action(s)
Staff recommends that the City Council approve the updated Military Banner Program Policy.

Summary
The City of Eastvale’s Military Banner Program recognizes and honors Eastvale residents and immediate family members ( spouse, parent, legal guardian, grandparent, child or siblings) that are serving on ac&ve duty in the United States Armed Forces. For the purpose of this program, Ac&ve Duty” is defined as 12 months of con&nuous service in the United States Armed Forces. The ini&al banner is installed at no cost to the service person or family. Banners damaged within the first three years are covered under warranty provided by Dekra-lite (vendor). Banners that are lost or past the warranty period can be replaced at cost to the service person or their family, the City covers the cost of banner installation. The updated policy clarifies language from previous policy.

Background
Eligibility for the program is as follows:

Serviceperson is a current City of Eastvale resident. Residency must be verified with a recent u&lity bill, driver’s license, or other form of iden&fica&on lis&ng a current City of Eastvale address.

Serviceperson is the spouse, parent, child, sibling, or legal guardian of a current City of Eastvale resident. service person must be verified with by a birth cer&ficate, marriage license, or other form of proof acceptable to the City.

Serviceperson must be serving on ac&ve duty. For the purpose of this program, ac&ve duty is defined as 12 months of continuous service in the United States Armed Forces Serviceperson must have a minimum of 6 months of ac&ve duty service remaining at the &me of application submittal.

The City Manager’s office will provide guidance for the program including but not limited to program policy, designa&ng the military banner zones, the fee structure for the program, and the program guidelines.

The applicant must be an immediate family member (spouse, parent, legal guardian, child, or sibling) of the service person. The applicant must be a City of Eastvale resident and must supply a copy of his/her driver’s license or current u&lity bill to verify residency. Quan&ty is limited to one (1) banner per serviceperson and will be installed for the serviceperson’s length of ac&ve service. The applicant will need to provide a photograph or digital file (over 1 mb in size) of the service person in uniform needs to be submi=ed with the applica&on. All photos will be scanned and returned. Once approved, applicants are sent an approval email from the City of Eastvale.

Per the military banner program policy, military banners will be installed in the months of May (Memorial Day & Armed Forces Day) and November (Veterans Day). If a banner is stolen, damaged, or destroyed due to age, vandalism, or any acts of nature including high winds, City staff will contact the family to provide reinstallation options pending a verification of active-duty status.

Perpetual Banners
In the event a serviceperson loses their life during ac&ve duty, his/her banner will be removed and presented to his/her family at a City Council mee&ng depending on the family’s wishes and replaced with a “Gold Star” banner indica&ng their sacrifice. In this case, a “Gold Star” banner would remain installed perpetually. The City of Eastvale will incur the cost to replace a “Gold Star” banner if it is stolen, damaged, or destroyed due to age, vandalism, or any acts of nature including high winds.

Installation Process:

Applica&ons are accepted throughout the year and may be installed at the closest installa&on period (May or November).

Once the applica&on is received, each applicant’s address must be checked in the City’s GIS system to ensure that the applicant lives within the City limits.

Each applica&on must be &me stamped in the event that the program becomes “wait listed” and the City begins creating banners on a first come, first serve basis.

Begin crea&ng a spreadsheet for that banner installa&on period of all applica&ons received.

Applica&ons MUST be input in the order received in case of a “first come, first serve” situation.

If the applica&on comes with a picture, each picture must be scanned at a 1MB resolu&on for quality purposes. En&tle each picture the serviceperson’s name (ie:JohnDoe) and return the picture to the applicant.

Begin to survey designated zones for banner installa&on in order to ensure the correct number of viable poles, poles with brackets, and poles with no brackets. There are currently 77 viable poles in the designated military banner zones. 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |
eastvaleca.gov
285
Create an accurate map of viable poles of the designated zone for Dekra-Lite, the City’s banner company.

Each installa&on should have a deadline for accep&ng applica&ons to allow Dekra-Lite a minimum of three (3) weeks for proof of banners and the actual banners to be created.

Once all applica&ons have been collected, the spreadsheet should be emailed to the assigned sales representa&ve for Dekra-Lite and all images accounted for will have to be mailed on a disc to Dekra-Lite.

Dekra-Lite will have a turnaround of about one (1) week for creation of the proofs.

Each proof will have the image of each banner. To ensure accuracy, have applicants review the banner.

Allow Dekra-Lite a minimum of two (2) weeks’ production to print all Military Banners.

Dekra-Lite will install all banners in their designated location within a one (1) week period.

Annual Verificaon:

Annual verifica&on is an essen&al part of the program to ensure banner applicants con&nue to meet the eligibility requirements for the program (residency within the City of Eastvale and active duty status).

Active Duty is defined as 12 months of continuous service in the Armed Forces.

The City will contact each applicant in writing for annual verification.

Each applicant will receive a “Eastvale Military Banner Program Annual Verifica&on” email which is required to be completed and submitted to continue in the program.

All emails must be received within a certain &me to properly prepare for the next installa&on of banners. Notate on spreadsheet if the annual verification form has been completed.

Every effort should be made to contact the banner applicant prior to removal of the banner so please call if you do not receive a response.

Once all responses have been received, create a spreadsheet indica&ng those banners that will be removed in the next installa&on. Replace these banners with banners from the “wait list” as appropriate.

Return of Military Banners:

The City Council would like to return the removed banners to the service personnel who have discharged from military service or have their banner removed for other reasons.

Dekra-Lite will clean and ship the banners back to the City once they have been removed, which should take approximately two (2) weeks.

The families of the service personnel should be contacted to arrange for the service personnel to appear at a City Council mee&ng. If the service person is unable to a=end the mee&ng, the banners should be given to the family members. Banners will be kept for 90 days from removal. After 90 days, uncollected banners will be destroyed.

Costs:

The City pays the costs to create and banners and banner brackets, except that no more than one (1) banner will be created and installed at the City’s expense for a serviceperson. In the event a banner is damaged or destroyed, a replacement banner may be requested by the applicant but the applicant must pay for the cost of prin&ng a replacement banner. If a banner is removed and an applicant later applies for a new banner to be installed for the same serviceperson, the applicant must pay for the cost of prin&ng a new banner for the serviceperson. City will cover the cost of hardware, installation, and labor. 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

Process:

The City Manager may provide additional guidance for the program consistent with this policy, including but not limited to, designating the military banner zones, the fee structure for the program, and the program guidelines.

The applicant must be the service person or an immediate family member (spouse, parent, legal guardian, child, or sibling) of the serviceperson. The applicant must be a City of Eastvale resident and must supply a copy of his/her driver’s license or current utility bill to verify residency. Perpetual Banners
In the event a serviceperson loses their life during active duty, his/her banner will be removed and presented to his/her family at a City Council meeting depending on the family’s wishes and replaced with a “Gold Star” banner indicating their sacrifice. Family can apply for a “Gold Star” banner in the event the service person loses their life and they don’t currently have a banner.

In this case, a “Gold Star” banner would remain installed perpetually. The City of Eastvale will incur the cost to replace a “Gold Star” banner if it is stolen, damaged, or destroyed due to age, vandalism, or any acts of nature including high winds.

Time and date of installation is not available to applicant prior to or during installation. Once all banners have been installed, print maps of designated locations to survey where each serviceperson’s banner was installed and create a map with locations for reference.

Annual Verification: Annual verification is an essential part of the program to ensure banner applicants continue to meet the eligibility requirements for the program (residency within the City of Eastvale and active duty status).
 Active Duty is defined as 12 months of continuous service in the Armed Forces.  The City will contact each applicant in writing for annual verification.  Each applicant will receive a “Eastvale Military Banner Program Annual Verification” email which is required to be completed and submitted to continue in the program.  All emails must be received within a certain time to properly prepare for the next installation of banners. Summary
Formerly known as “earmarks,” Community Project Funding (CPF) requests are provisions inserted into a federal appropriaon or budget bill that directs funds to a specific recipient for a designated project. Each Senator and Congressmember has a different request submission procedure for CPF requests. According to congressional staffers, each CPF request should not exceed $4 million.

Congresswoman Norma Torres recently began solicing CPF requests from cies, community organizaons, and nonprofits for FY 2024-2025. City staff have already submi ed a $4 million CPF
request to support the development of the new Eastvale Library. The City of Ontario, which is in the process of submi<ng a $2 million CPF request for its Grand Park Project, has requested the City of Eastvale to provide a letter of support. The proposed support letter can be found in Attachment 1.

RE: SUPPORT FOR THE CITY OF ONTARIO’S GRAND PARK COMMUNITY PROJECT FUNDING REQUEST

Dear Congresswoman Torres,

On behalf of the City of Eastvale, we write to express support for the City of Ontario’s $2 million Community Project Funding Request to support the development of its Grand Park Project. The Ontario Grand Park is approximately 340 acres and is envisioned as a focal point for the region, serving the City of Ontario's recreational and space needs.

Phase 1 of the project , which is currently underway, is approximately 130 acres and will provide residents and visitors a space to relax and enjoy nature. This new amenity will offer an opportunity for individuals across the Inland Empire to engage in recreational activities. In addition to the social benefits, the project will contribute to environmental sustainability by absorbing carbon dioxide, reducing air pollution, mitigating urban heat islands, and promoting water conservation.

This project aims to foster a sense of community by providing space for people of all ages to come together and interact. Parks and open spaces offer various opportunities for outdoor recreation and exercise, which are essential for maintaining a healthy lifestyle. Overall, parks play a multifaceted role in enhancing the quality of life in communities, promoting environmental sustainability, preserving cultural heritage, and fostering social connections and well-being.

The City of Eastvale is on the verge of adopting the Eastvale 2040 Plan, which serves as our General Plan Update and establishes additional open space and recreational areas in Eastvale. RE: SUPPORT FOR THE CITY OF EASTVALE’S $4,000,000 COMMUNITY PROJECT FUNDING REQUEST FOR

THE EASTVALE POLICE STATION

Dear Congresswoman Torres,

The Eastvale City Council hereby expresses our utmost support for the City of Eastvale’s $4 million Community Project Funding (CPF) request to support the construction of the Eastvale Police Station. The City currently contracts with the Riverside County Sheriff’s Department to receive law enforcement and public safety services.

As the second youngest city in California, Eastvale currently does not have a pol ice station, as its contracted Riverside County Sheriff’s officers are based in a police station that is located in Jurupa Valley. Having a police station in Eastvale can lead to faster response times, foster a sense of connection between law enforcement officers and local residents, provide additional opportunities for community engagement programs, and allow residents to have easier access to law enforcement resources. A visible police presence in Eastvale can also act as a deterrent to criminal activities, contributing to an overall sense of safety amongst residents and businesses.

The lack of a permanent police station impacts Eastvale residents’ access to resources, quality of life, and sense of community. We hope that the Congresswoman’s Office will provide favorable consideration to this request and we sincerely appreciate the Congresswoman for providing an opportunity for the City to submit the CPF request. Questions and inquiries regarding the request can be directed to the City’s Economic Development Manager, Alexander Fung, at [email protected].

Fiscal Year 2023-24 Mid-Year Budget Review
Prepared By:

Amanda Wells, Finance Director/City Treasurer
Recommended Action(s)
Staff recommends that the City Council:

1 .

Approve and Adopt Resolution No. 24-XX Mid-Year Budget Appropriation; and 2 .

Approve and Adopt Resolu+on No. 24-XX Authorizing the Amendments to the City's Salary Schedule; and
3 .

Approve and Adopt Resolution No. 24-XX Amending the 2023-24 Authorized Position List; and 4 .

Approve the amendments to the city's five year Capital Improvement Plan; and 5 .

Rescind the limita+on the City Council imposed on the issuance of Purchasing Cards to only the City Manager and Department Heads, and allow the City Manager and/or his designee the discretion to determine which employees receive City-issued Purchasing Cards; and 6 .

Authorize the City Manager to execute all documents and take all ac+ons necessary to implement the above approvals.

Summary
Each year the City Council adopts an opera+ng and capital improvement budget, which commits resources for the accomplishment of the City’s Strategic Plan, policies, and execu+on of services to the public. The budget is a dynamic document that is amended during the year for various reasons, including City Council ac+ons on department requests, ac+ons by third par+es which impact the budget plan, or changes in the economy. The City Council conducted a Strategic Planning Workshop on February 9, 2023 and this mid-year budget reflects the priori+es iden+fied during the workshop.

The mid-year review allows staff to report on trends and ac+ons that have occurred subsequent to 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

the budget approval in June and to address any newly iden+fied budget changes expected before the fiscal year end. During the mid-year review staff also has the benefit of upda+ng ending balances and available resources based on the audited financials for fiscal year 2022-23; audited financials were presented to Council on February 14, 2024.

The current fiscal year began in July 2023 with the adopted fiscal year 2023-24 budget. This budget document represented staff's best es+mate of the City’s financial performance for the coming year.

The adopted budget es+mated General Fund (net of the restricted Fire Fund) revenues at $63.7 million and expenditures at $39.7 million. Net of transfers, the General Fund had a surplus of $34.3 million. The mid-year amended budget will bring the total General Fund revenues to $64.7 million and expenditures to $45.9 million. Net of transfers the new surplus is expected to be $18.9 million.

It is important to note that these figures represent the General Fund in total and do not discern between opera+ng and non-opera+ng ac+vi+es. Addi+onal detail on the General Fund Opera+ng Statement can be found in the background section below.

As men+oned above, revenues and expenditures oJen vary from the forecasts of the adopted budget. In order for the adopted budget to con+nue to be a useful management tool, the Finance Department captured changes to revenue and expenditures throughout the year and updates the budgetary numbers. One of the primary purposes of the mid-year review is to present for the City Council’s consideration, additional adjustments of revenue and expenditures.

The City’s mid-year budget review process involves both a review of posted ac+vity and the iden+fica+on and inves+ga+on of variances to the established budget along with ongoing consulta+ons with departmental personnel to es+mate the resources needed for the remainder of the fiscal year. AJer compiling mid-year budget es+mates, a proposed mid-year budget is brought to the City Council for adoption.

A comprehensive list of recommended adjustments to the City’s budget is included as ALachment

2.1. The remainder of this report will focus on proposed amendments, underlying ra+onale, and June 30, 2024 forecasts. This report presents informa+on on all of the City’s funds; however, the primary emphasis is the General Fund.

Transfers-Out to Other Funds
Transfers-Out
is expected to increase an addi+onal $728,340 over the amended budget. This is solely due to a General Fund transfer-out to the Capital Projects Fund for CIP projects that are funded by the General Fund.

Other Funds Available Resources
The Beginning Balance for all Other Funds reflect the Fiscal Year 2023-24 audited ending balance. No major changes were iden+fied within the city's other funds, however staff would like to note that several funds are anticipated to complete the year with a negative fund balance:

Special
Revenue

: A majority of the special revenue funds are forecasted to finish the fiscal year with a positive fund balance.

Landscape Maintenance and Community Facility District Funds:

Several of the City's
special financing districts are forecasted to end the year with a nega+ve fund balance.

Many of these funds with an expected nega+ve fund balance are assessing the maximum levies allowable, however expenditures in the districts are exceeding revenues. General Fund unassigned fund balance will be required to balance these funds at the end of the fiscal year; the use of General Funds is only temporary and the funds will be placed back into the General Fund on July 1, 2024. A new assigned reserve has been iden+fied to ensure adequate General Fund fund-balance is available to cover these nega+ve balances. The total forecasted nega+ve balance for special financing 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

districts is $219,059.

Grant Funds:

Several of the City's grants funds are forecasted to end the year with a nega+ve fund balance. This is due to the reimbursement nature of many of the City's grants; funds are reimbursed to the City aJer the comple+on of the projects. General Fund unassigned fund balance will be required to balance these funds at the end of the fiscal year; the use of General Funds is only temporary and the funds will be placed back into the General Fund on July 1, 2024. Addi+onally, Finance staff implemented internal controls to ensure that these funds are monitored and reconciled regularly. Similar to the special district funds men+oned above, a new assigned reserve has been iden+fied to ensure adequate General Fund fund-balance is available to cover these nega+ve balances. The total forecasted nega+ve fund balance for reimbursable grant funds is $9.8 million, these funds will be reimbursed in future fiscal years.

SECTION 4: AUTHORIZED POSITION CHANGES

In order to provide service levels consistent with daily work and the City Council's Strategic Plan, staff iden+fied the following authorized posi+on changes: add four new posi+ons in two new classifications; fund one new position in an existing classification; and defund one position.

Authorize New Positions
1 Senior Street Maintenance Worker, 2 Street Maintenance Workers, Public Works: Streets Division (New
Classifications
)
The Engineering Department oversees the maintenance of the City's street infrastructure and assembles the capital projects for annual Slurry Seal and Asphalt Overlay. Public Works maintains approximately 415 lane miles of street based on a Pavement Management System (PMS) to determine the most cost-effec+ve decision. One way to maximize the use of limited funding is to have a street repair crew that can be mobilized to a specific street segment for various types of repairs all throughout the city without the +me delay of contractor procurement and costly mobiliza+on premiums charged by the contractors. This crew shall effec+vely maintain and make small repairs throughout the city and throughout the year. Budget appropriations are included in the mid-year budget request for equipment and supplies related to implement the street maintenance team.

1 Landscape and Facilies Maintenance Worker, Public Works:

Landscape
and Facilies Division
(
New
Classification
)
The Public Works Department oversees the maintenance of the City owned facili+es such as buildings and landscaping at various proper+es and street frontages. Public Works currently maintains city owned building at the Citrus property, the City Hall, two fire sta+ons, and various landscaping areas and street frontages. Previously, all such maintenance work was done by contractors. To effec+vely manage the budget and appropriately assess and manage the maintenance work, a Facili+es and Landscape Superintendent was hired but the need of addi+onal staff is required to beLer manage and efficiently deliver the du+es of facili+es and landscape maintenance needs.

1 Senior Accounting Technician, Finance (
Existing
Classification
)
As development increased in the city an increase in cash transac+ons similarly increased. From 2019 to 2021, a full +me employee processed cash receipts. However, in 2022 the city outsourced 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752

business registra+on and saw cash receipt transac+ons decrease substan+ally. Over the past several years, cash receipt transac+ons have increased, resembling the transac+on total experienced when business registra+on was in-house. Currently, a part +me intern within the Finance Department is responsible for data entry for each cash receipt transac+on. The part +me posi+on allows the incumbent intern to work 20 hours per week, however 20 hours has not been adequate +me to process receipts. As a result, over the past several years the Finance department oJen falls behind in +mely cash receip+ng procedures. In order to catch up on the backlog of cash receipts higher level staff have been diverted from analy+cal deadline driven work to process receipt data entry.

Addi+onally, some staff has been required to work over+me to eliminate the backlog, causing the department's over+me budget to be solely u+lized toward cash receip+ng. Adding a full +me posi+on will allow higher level staff to focus on analy+cal work and allow the technician posi+on to focus on data entry.

SECTION 5: CAPITAL IMPROVEMENT AMENDMENTS

Several projects within the City's five year capital improvement plan have been amended to correct project es+mates that have been affected by infla+on and rising oil costs. Addi+onally, two new projects have been added to the five year plan.

Two projects within the Gas Tax fund require budget amendments. The Miscellaneous Traffic Safety (94005) and Limonite Gap Bridge Pedestrian Bridge (93037) projects require a total of $132,000 to complete anticipated work this fiscal year.

Four projects within the Measure A fund require adjustments. The Traffic Signal Dilemma Zone Detec+on (92017), Annual Overlay (93018), Pavement Slurry Seal (94001, and Miscellaneous Traffic Safety (94005) projects require a total of $959,000 to con+nue work during this fiscal year as costs increased over the course of the projects.

Within the Miscellaneous Grants Fund, the Citywide Retroreflec+ve Backplate on Traffic Signal (92016) project is overbudget due to infla+on, a total of $37,000 in budget amendments are required.

Addi+onally, three new projects funded by the General Fund have been requested. Extensive trench repairs are needed on Limonite and Hamner Avenues and a new CIP project Limonite and Hamner Avenue Street Trench Repairs (93038) has been requested for a total of $1.0 million. Land Acquisi+on and Building Construc+on for a new Public Works Corpora+on Yard has been requested for a total of $5.1 million. Lastly project 95022 Gateway City Hall Expansion, Tenant Improvement and ITS Equipment has been requested for a total of $420,000.

SECTION 6: PURCHASING CARDS

On July 24, 2019 the City Council adopted a new purchasing card policy. During adop+on of the policy the City Council limited p-card distribu+on to the City Manager and Department Heads only.

At that +me, the City had two Department Heads and three Managers on staff; the majority of services were provided by contract. As a result, contractors oJen u+lized purchasing cards to make purchases and then invoiced the City for those purchases and the demand for city related purchasing card transac+ons remained low. Since that +me, the City brought Building Safety, Planning, Engineering, and Economic Development in-house. Addi+onally, a new division, Community Services Events, was created in 2022. The City increased from two departments heads and three managers in 2019 to seven department heads and 13 managers and division heads in 2024. Along with an increase in staff comes an increase in direct purchases by the city, including travel and training which oJen can only be procured through a purchasing card. In addi+on, the City added a dedicated purchasing staff member in 2022 to assist departments with procurement, but the procurement division does not have a city purchasing card to u+lize. Staff recommends that the City Council rescind the limita+on it placed on the issuance of Purchasing Cards to only the City Manager and Department Heads, which will give the City Manager and/or his designee the discre+on to determine which employees receive a Purchasing Card. The City's Policy on the use of Purchasing Cards would not change.

CITY OF EASTVALE
2023 UPDATE
348
On February 9, 2023 the City Council, staff, and residents participated in a Strategic Plan Workshop.

During the workshop, the City Council engaged in a participatory process, in which they established expectations for the workshop and intended outcomes; identified the organizations strengths, weaknesses, opportunities, and threats; reaffirmed and reorganized the seven major targets; and, reaffirmed and reorganized the priority goals.

The City of Eastvale operates under a City Council/City Manager form of government. The City Council consists of five Council Members. The members of the City Council set policy and enact City laws. The City Manager is appointed by the members of the Eastvale City Council. One of the primary responsibilities of the City Manager is to implement the plan set forth by the City Council, utilizing the City Departments and Executive Team. The purpose of the workshop was to assist the City of Eastvale’s Mayor, City Council, and City Manager in developing Eastvale’s Strategic Plan including clearly defined targets and goals in order to provide staff with clear direction. A strong strategic plan is like a good roadmap—it identifies a destination and lays out a clear path to get there.

At the conclusion of the workshop, the Mayor and City Council had effectively established clear direction and focus for the Executive Team related to targets and goals. The City Council clearly communicated its desire and intent to blend this exercise with the results of the community survey in the future allocation of resources related to programs and services. It was further intended that this plan remain a fluid and evolving document to be re-visited at regular intervals for progress and re-shifting of priorities, as needed.
