CALL TO ORDER
The regular meeting of the Eastvale City Council was called to order at 6:30 p.m. by Mayor Dinco.
2. ROLL CALL
Present: Councilmembers Lorimore, Yow, Mayor Pro Tem McMinn, and Mayor Dinco.
Absent: Councilmember Rigby.

INVOCATION
Pastor Aaron Ophaug from Friends Church Eastvale offered the invocation.
6. PLEDGE OF ALLEGIANCE
Mayor Pro Tem McMinn led the Pledge of Allegiance.
7. ADDITIONS/REVISIONS
City staff requested to push item 8.3 - Southern California Edison Schol Award Recognition to the next City Council meeting on May 8, 2024.

On motion of Councilmember Lorimore and second by Mayor Pro Tem Dinco, the City Council voted unanimously to push item 8.3 - Southern California Edison Scholar Award Recognition to the next City Council meeting on May 8, 2024.
8. PRESENTATIONS/ANNOUNCEMENTS
8.1 National Volunteer Week Proclamation
The National Volunteer Week Proclamation was presented to volunteers from the Eastvale Volunteer Program and volunteers from the Riverside Sheriff's Office.
8.2 National Day of Prayer Proclamation
The National Day of Prayer Proclamation was presented to Pastor Aaron Ophaug from Friends Church Eastvale.

9.1 Eastvale Library Update
An update was provided by Jamie Shin, Circulation Supervisor from the Eastvale Public Library.
9.2 YMCA Update
An update was provided by Lamondo Greer and James Lin from the Corona- Norco YMCA.

11. CONSENT CALENDAR
On motion of Mayor Pro Tem McMinn and second by Councilmember Yow, the City Council voted 4-0 to approve the Consent Calendar.
11.1 City Council Meeting Minutes
The City Council approved the City Council meeting minutes from the regular meeting on April 10, 2024.
11.2 Treasurer's Report: March 2024
The City Council received and filed the City Treasurer's Report.
11.3 Warrant Register: February 2024
The City Council approved the payment of warrants as submitted by the Finance Department under Attachment 1.

11.4 Planning Department Update
The City Council received and filed the Planning Department Update.
11.5 Public Works Department Update
The City Council received and filed the Public Works Department Update.
11.6 Interim Financial Report - Fiscal Year 2023-24, Quarter 2 The City Council:
1. Received and filed the Interim Financial Report for Fiscal Year 2023-24, Quarter 2 ending December 31, 2023; and
2. Approved and adopted Resolution 24-19 Amending the 2023-24 Fiscal Year Operating Budget for Additional Sales Tax Revenue.
11.7 Proender Serdit ericement with Rogers, Anderson, Malody & Scott, LC. For The City Council:
1. Approved a three-year professional services agreement, with two one-year extension options, with Rogers, Anderson, Malody & Scott, LLC for Independent Audit Services in the amount of $217,665; and
2. Authorized the City Manager to execute all necessary documents.
11.8 Approve Amendments to the City's Salary Schedule
The City Council approved and adopted Resolution 24-20, Approving Amendments to the City's Salary Schedule.
12. PUBLIC HEARINGS - None
13. CITY COUNCIL BUSINESS
13.1 Waste Management Fiscal Year 2024-2025 Annual Rate Adjustment Request Environmental Compliance Analyst Balckwell presented a PowerPoint presentation and answered related questions.
Mayor Dinco opened the public comment period. Hearing no response, Mayor Dinco closed the public comment period.
On motion of Mayor Pro Tem McMinn and second by Mayor Dinco, the City Council voted unanimously to adopt Resolution 24-21, approving the Rate Adjustment Request by USA Eastvale City Council Meeting Minutes

Waste of California Incorporated, also known as Waste Management, per section 4.03 of the Franchise Agreement.
13.2 Fiscal Year 2024-25 Budget Workshop
City staff members presented a PowerPoint presentation and answered related questions.
Mayor Dinco opened the public comment period. Hearing no response, Mayor Dinco closed the public comment period.
