CALL TO ORDER
The regular meeting of the Eastvale City Council was called to order at 6:30 p.m. by Mayor Dinco.
ROLL CALL
Present: Councilmembers Lorimore, Rigby, Yow, Mayor Pro Tem McMinn, and Mayor Dinco.
Absent:
City Staff
Present: City Manager Orme, City Attorney Vega and Government Services Director/City Clerk Donohue were present at Roll Call. Other staff members were present.

8.1 Recognition of ERHS Athletes selected to Team USA Karate David Ho and Daniel Ho were recognized.
8.2 Disaster Preparedness Month Proclamation and Presentation Brice Bartlette from County of Riverside Emergency Management Department presented a PowerPoint and a proclamation was presented.
8.3 Project EVA Presentation
Community Safety Director Terfer provided a presentation.

Tim Ferreira, Eastvale resident, provided public comment.
11. CONSENT CALENDAR
On motion of Councilmember Lorimore second by Mayor Dinco, the City Council voted unanimously to approve the Consent Calendar.
11.1 City Council Meeting Minutes
The City Council approved the City Council meeting minutes from the regular meeting on July 24, 2024 and the special meeting on August 20, 2024.
11.2 Warrant Register: June 2024
The City Council approved the payment of warrants as submitted by the Finance Department under Attachment 1.
11.3 Treasurer's Report: July 2024
The City Council received and filed the City Treasurer's Report.
11.4 City of Eastvale Crime Statistics - June 2024
The City Council received and filed the Eastvale Crime Statistics from June 2024.
11.5 Approval of Professional Service Agreement with Stantec Consulting Services for the Citywide Pavement Condition Assessment and Reporting The City Council:

1. Approved a professional services agreement with Stantec in the amount of $66,900.50 plus a %10 contingency for a total amount of $73,590.55 for the Citywide Pavement Condition Assessment and Reporting; and
2. Authorized the City Manager or his designee to execute all necessary documents.
11.6 Renewal of the Local Responsibility Area Wildland Protection Reimbursement Agreement from July 1, 2024 through June 30, 2025
The City Council authorized the City Manager to execute an Agreement with the California Department of Forestry and Fire protection services in an amount not to exceed $60,094.81 for FY 2024/2025 for Fire Protection services within the local responsibility areas within the City.
11.7 Adoption of Ordinance Establishing a Community Facilities District (CFD) and Future Annexation
The City Council adopted Ordinance 24-06 entitled Ordinance of the City Council of the City of Eastvale, State of California, Authorizing the Levy of Special Taxes in a Community Facilities District City of Eastvale (Citywide Maintenance And Services) and Future Annexation Area.
11.8 Second Amendment to Agreement with County of Riverside Department of Animal Services for Field and Shelter Services
The City Council:
1. Approved a second amendment to the Field and Shelter Services Agreement with the County of Riverside Department of Animal Services; and Authorized the City Manager to execute the contract amendment and other necessary documents.
11.9 Acceptance of Traffic Signal Maintenance Easement at 47000 Hamner Avenue for a New Traffic Signal
The City Council adopted Resolution 24-59, accepting the easement of Right-of-Way at Hamner Avenue for a new traffic signal.
11.10 Approval to Increase Accela Land Management Software User Licenses The City Council:
1. Authorized up to 10 additional Accela user licenses in an amount not-to-exceed $144,307.60 during current contract period ending March 25, 2028 for a total contract not-to-exceed amount of $685,772.29; and
• Authorized the City Manager to execute necessary contract documents and order forms.

12. PUBLIC HEARINGS
12.1 PLBN24-20054 - Amendment to Section 120.04.010 of the Eastvale Municipal Code as it pertains to Accessory Dwelling Units
City Planner Murray provided a presentation and answered related questions.
Mayor Dinco opened the public hearing. Hearing no response, Mayor Dinco closed the public hearing.
On motion of Mayor Pro Tem McMinn and second by Mayor Dinco, the City Council voted unanimously to:
1. Determine that the proposed Zoning Code text amendment is not subject to the California Environmental Quality Act ("CEQA") pursuant to Section 15060(c)(3) of the State of California Guidelines for implementation of CEQA as it is not a project as defined in Section 15378 of the CEQA Guidelines; and
2. Introduce Ordinance 24-07 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EASTVALE, CALIFORNIA, AMENDING SECTION 120.04.010 (ACCESSORY DWELLING UNITS) OF THE EASTVALE MUNICIPAL CODE.
13. CITY COUNCIL BUSINESS
13.1 Introduction of Ordinance Prohibiting Camping and Storage of Personal Property City Attorney Vega provided a verbal report and answered related questions.
Mayor Dinco opened the public comment period. Hearing no response, Mayor Dinco closed the public comment period.
On motion of Councilmember Lorimore and second by Mayor Pro Tem McMinn, the City Council voted unanimously to introduce and waive reading of Ordinance 24-08 entitled: AN ORDINANCE OF THE CITY OF EASTVALE ADDING CHAPTER 8.10 TO THE EASTVALE
MUNICIPAL CODE PROHIBITING CAMPING AND STORAGE OF PERSONAL PROPERTY IN PUBLIC PLACES.
