1. CALL TO ORDER
The regular meeting of the Eastvale City Council was called to order at 5:30 p.m. by Mayor Dinco.
2. ROLL CALL
Present: Councilmembers Clint Lorimore, Todd Rigby, Jocelyn Yow, Mayor Pro Tem Mike McMinn, and. Mayor Christian Dinco.
Absent:
City Staff
Present: City Manager Mark Orme, City Attorney Erica Vega, and Government Services Director/City Clerk Marc Donohue were present at Roll Call. Other staff members were present.

CITY COUNCIL REORGANIZATION/APPOINTMENTS
8.1 Presentation to Outgoing Mayor Christian Dinco
Mayor Pro Tem McMinn presented a plaque to Mayor Dinco.
8.2 Oath of Office - Christian Dinco, Mayor, District 2 Government Services Director/City Clerk Donohue administered the Oath of Office to Christian Dinco.
8.3 Oath of Office - Mike McMinn, Mayor Pro Tem, District 5 Government Services Director/City Clerk Donohue administered the Oath of Office to Mike McMinn.
8.4 Office of Mayor and Mayor Pro Tem
On motion of Councilmember Dinco and second by Councilmember Rigby, the City Council voted unanimously to appoint Mike McMinn to serve as Mayor, who will preside until the last City Council meeting in Calendar Year 2025.
On motion of Councilmember Dinco and second by Councilmember Lorimore, the City Council voted unanimously to appoint Jocelyn Yow to serve as Mayor Pro Tem, who will assume the duties of the Mayor in the Mayor's absence and hold the office until the last City Council meeting in Calendar Year 2025.
8.5 City Council Regional Appointments
On motion of Councilmember Dinco and second by Councilmember Lorimore, the City Council voted unanimously to approve the Regional Appointments List, as revised by the City Council.
8.6 City Council Committee Appointments
On motion of Councilmember Rigby and second by Councilmember Lorimore, the City Council voted unanimously to approve the Committees Appointments List, as revised by the City Council.
8.7 Planning and Public Safety Commission Appointments
On motion of Councilmember Rigby and second by Councilmember Dinco, the City Council voted unanimously to appoint the list of Planning and Public Safety Commissioners.

On motion of Councilmember Dinco second by Mayor McMinn, the City Council voted unanimously to approve the Consent Calendar.

The City Council approved the City Council meeting minutes from the regular meeting on November 13, 2024.
12.2 Warrant Register: October 2024
The City Council approved the payment of warrants as submitted by the Finance Department under Attachment 1.

12.7 Interim Financial Report - Fiscal Year 2024-25, Quarter 1 The City Council received and filed the Interim Financial Report for Fiscal Year 2024- 25, Quarter 1 ending September 30, 2024.
12.8 Approval of the Cooperative Agreement with Riverside County Flood Control and Water Conservation District for Eastvale Parkway Street Storm Drain Stage 1 and 2, Line D-5 Lateral Storm Drain, Stage 1 and 2 related to Tract Map No. 38594 The City Council:
1. Approved the Cooperative Agreement with Riverside County Flood Control and Water Conservation District for Eastvale Parkway Street Storm Drain, Stage 1 and 2, Line D-5 Lateral Storm Drain, Stage 1 and 2 related to Tract Map No. 38594; and
2. Authorized the City Manager and Mayor to sign said agreement.
12.9 Community Facility Districts Annual Special Tax Accountability Reports and other Special Financing Districts Annual Reports Fiscal Year 2024-25 The City Council received and filed the Fiscal Year 2024-25 Annual Special Tax Accountability Reports for the City's Community Facility Districts and Annual Reports for all other Special Financing Districts.
12.10 Adoption of Ordinance Approving the First Amendment to Development Agreement No. 003 between the City and The New Home Company The City Council adopted Ordinance 24-09, approving the First Amendment to Development Agreement No. 003 entitled:

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EASTVALE, CALIFORNIA, APPROVING THE FIRST AMENDMENT TO DEVELOPMENT AGREEMENT NO. 003 ADOPTED BY ORDINANCE NO. 22-05 BY AND BETWEEN THE CITY OF EASTVALE AND THE NEW HOME COMPANY RELATED TO THE 158.6-ACRE SITE LOCATED AT THE
NORTHWEST CORNER OF HAMNER AND LIMONITE AVENUES COMMONLY KNOWN
AS THE LEAL PROPERTY
12.11 License Agreement for Staybridge Suites Parking Lot The City Council approved the License Agreement by and between the City and Eastvale Palace LLC pertaining to the encroachment of the parking lot for the Staybridge Suites hotel into City property.
12.12 Annual Development Impact Fee Report as of June 30, 2024 The City Council received and filed the Annual Development Impact Fees Report as of June 30, 2024, and adopt the findings contained in Section 4 of the Report.
12.13 Professional Services Agreement with Apple One, Inc. for Temporary Staffing Services
The City Council approved the Agreement with Apple One and the issuance of a purchase order in the amount of $65,000 for temporary staffing services and authorize the City Manager to execute all necessary documents.
12.14 2025 City Council and Commissions Meeting/Holiday Schedule The City Council approved the 2025 City Council/Commissions and Holiday Schedule.
12.15 Approve Amendment to Personnel Policies & Procedures Manual and Policy Against Harassment, Discrimination, and Retaliation
The City Council:
1. Adopted Resolution 24-67, amending the Personnel Policies and Procedures Manual; and
2. Adopted Resolution 24-68, amending the Policy Against Harassment, Discrimination, & Retaliation.
12.16 Award of Contract for Professional Services Agreement for Community Services Event (Miracle at Citrus)
The City Council approved the Professional Services Agreement in the amount of $73,591.00 with Bringing Home Christmas for professional snow, lighting, and decoration services; and authorized the City Manager to execute the Agreement.

12.17 Approval of Payment for the Annual Permit Fees to State Water Resources Control Board for Fiscal Year 2024/2025)
The City Council approved payment to the State Water Resources Control Board for Fiscal Year 2024/2025 Annual Permit.

14.1 Formation of Eastvale Parking Authority
City Manager Orme and Vanessa Legbandt from Stradling Yocca Carlson & Rauth provided a verbal presentation and answered related questions.

On motion of Councilmember Dinco and second by Mayor McMinn, the City Council voted unanimously to adopt and approve Resolution 24-69 Declaring Need for, Appointing City Council as Members of, and Designating Interim Chair of the Parking Authority in the form attached hereto as Attachment 1.
14.2 Tree Policy
Public Works Director/City Engineer Chung presented a PowerPoint presentation and answered related questions.
