1. CALL TO ORDER
The special meeting of the Eastvale City Council was called to order at 9:00 a.m. by Mayor McMinn.
2. ROLL CALL
Present: Councilmembers Dinco, Lorimore, Rigby, Mayor Pro Tem Yow, and Mayor McMinn.
Absent: None
City Staff
Present: City Manager Orme, City Attorney Vega, and Government Services Director/ City Clerk Donohue.
3. PLEDGE OF ALLEGIANCE
Councilmember Dinco led the Pledge of Allegiance.
4. WORKSHOP
4.1 Strategic Plan Workshop
Jacob Greene from Jacob Green and Associates presented a PowerPoint presentation and answered related questions.
Mayor McMinn opened the public comment period. Hearing no response, Mayor McMinn closed the public comment period.
The City Council provided direction to staff on updates to the City's Strategic Plan to bring back for formal adoption.

6. CLOSED SESSION ITEMS
6.1 CONFERENCE WITH REAL PROPERTY NEGOTIATORS (Government Code Section 54956.8) Property: 14600 Baron Drive, Eastvale, CA, APN 130-040-007, APN 130- 050-003 Agency negotiator: Gustavo Gonzalez, Community Development Director, Jimmy Chung, Public Works Director/City Engineer, and Enswins Cordero, Asst.
Director of Community Services & Recreation Negotiating parties: Riverside County Regional Park and Open Space District, Army Corps of Engineers Under negotiation: price and terms of payment
City Attorney Vega stated that no reportable action was taken.
6.2 CONFERENCE WITH LEGAL COUNSEL-ANTICIPATED LITIGATION Significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of Section 54956.9: 1 case Facts and Circumstances: An allegation of irregularity with respect to the bidder prequalification process for the City's civic center project was made by a prospective bidder who was not included on the list of prequalified bidders approved by the City Council on January 22, 2025
City Attorney Vega stated that no reportable action was taken.
ADJOURNMENT - Mayor McMinn adjourned the special meeting at 11:42 a.m.
