1. CALL TO ORDER
The regular meeting of the Eastvale City Council/Eastvale Parking Authority/Eastvale Public Financing Authority Meeting was called to order at 6:30 p.m. by Mayor/Chair McMinn.

Present: Councilmembers/Board Members Christian Dinco, Clint Lorimore, Todd Rigby, Mayor Pro Tem/Vice Chair Jocelyn Yow, and Mayor/Chair Mike McMinn.

Present: City Manager/Executive Director Mark Orme, City Attorney/General Counsel Erica Vega, and Government Services Director/City Clerk/Secretary Marc Donohue were present at Roll Call. Other staff members were present.

11. CONSENT CALENDAR
On motion of Councilmember/Board Member Lorimore second Councilmember/Board Member Dinco, the City Council/Eastvale Parking Authority voted unanimously to approve the Consent Calendar.
11.1 City Council/Eastvale Parking Authority/Eastvale Public Financing Authority Meeting Minutes
The City Council approved the City Council meeting minutes from the special meeting on February 26, 2025 and the City Council/Eastvale Parking Authority/Eastvale Public Financing Authority meeting minutes from the regular meeting on February 26, 2025.
11.2 Professional Services Agreement (PSA) with Ardurra Group, Inc. for an Engineering and Traffic Survey (E&TS) Update
The City Council authorized the City Manager to execute a Professional Services Agreement (PSA) with Ardurra Group, Inc. and all related necessary documents for the City's Engineering and Traffic Survey (E&TS) Update.

11.3 Approval of Professional Services Agreement with Hinderliter, de Llamas & Associates for Economic Development Business Attraction Analysis The City Council authorized the City Manager to execute a Professional Services Agreement with Hinderliter, de Llamas & Associates in the amount not-to-exceed $47,000 for an Economic Development Business Attraction Analysis, for up to a one- year contract term, with a provision for one, one-year optional extension period if needed.

13. CITY COUNCIL/EASTVALE PUBLIC FINANCING AUTHORITY/EASTVALE PARKING AUTHORITY

13.1 Approval of Lewis Retail Centers Shopping Center License Plate Reader Camera Grant Applications
Economic Development Manager Fung presented a PowerPoint presentation and answered related questions.
Mayor McMinn opened the public comment period. Hearing no response, Mayor McMinn closed the public comment period.
On motion of Councilmember Dinco and second by Mayor McMinn, the City Council voted unanimously to:
1. Approve Lewis Retail Centers Shopping Center License Plate Reader Camera Grant Applications in the amount not-to-exceed $3,200.00 to support the installation of 1 Flock Safety Camera at Eastvale Gateway South, 1 Flock Safety Camera at Hamner Place, and 2 Flock Safety Cameras at the Marketplace at the Enclave; and
2. Authorize the City Manager to execute the necessary grant agreements with Lewis Retail Centers.
