CALL TO ORDER
The regular meeting of the Eastvale City Council Meeting was called to order at 6:30 p.m. by Mayor McMinn.
2. ROLL CALL
Present: Councilmembers Christian Dinco, Clint Lorimore, Todd Rigby, Mayor Pro Tem jocelyn Yow, and Mayor Mike McMinn.
Absent:
City Staff
Present: City Manager Mark Orme, City Attorney Erica Vega, and Government Services Director/City Clerk Marc Donohue were present at Roll Call. Other staff members were present.

The Red Ribbon Week Proclamation was presented to Robin Jones from the Corona Norco Unified School District, along with students from the Youth Advisory Council.
8.2 Introduction of Riverside County Sheriff's Office Special Enforcement Team Deputy Jonathan Hamilton and Community Services Officer Sidney Zaragoza Riverside County Sheriff's Office Special Enforcement Team Deputy Jonathan Hamilton and Community Services Officer Sidney Zaragoza were introduced.
8.3 National Community Planning Month Proclamation
The National Community Planning Month Proclamation was presented to the Planning Division.

On motion of Mayor Pro Tem Yow second by Councilmember Dinco, the City Council voted unanimously to approve the Consent Calendar:
11.1 City Council Meeting Minutes
The City Council approved the meeting minutes from the regular meeting on October 7, 2025.
11.2 Planning Division Update
The City Council received and filed the Planning Division update.
11.3 Public Works Department Update
The City Council received and filed the Public Works Department Update.
11.4 City of Eastvale Crime Statistics - August 2025
The City Council received and filed the Eastvale Crime Statistics for August 2025.
11.5 Treasurer's Report: September 2025
The City Council received and filed the City Treasurer's Report.
11.6 Approval of Agreements for First Aid & Safety Fire Extinguisher Services The City Council:
1. Approve and agreement with Cintas Corporation for First Aid & Safety Services and Fire Extinguisher Services in a not-to-exceed amount of $35,000.00 per fiscal year for a total not-to-exceed amount of $105,000; and
2. Authorized the City Manager to execute the necessary documents.
11.7 Adoption of the 2025 California Building Standards Code The City Council:
1. Introduced and waived reading of Ordinance 25-15 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EASTVALE, CALIFORNIA, AMENDINGTITLE 110 OF THE EASTVALE MUNICIPAL CODE TO ADOPT THE 2025 CALIFORNIA BUILDING STANDARDS CODES (CALIFORNIA CODE OF REGULATIONS, TITLE 24, PARTS 2-12) BY REFERENCE,
AND TO INCORPORATE LOCAL AMENDMENTS TO THE CALIFORNIA FIRE CODE AND THE
CALIFORNIA WILDLAND URBAN INTERFACE CODE
2. Set a public hearing for November 12, 2025 at which time the adoption of the Ordinance will be considered.
3. Direct the City Clerk to publish notice of the public hearing in accordance with Government Code Section 6066.

11.8 Adoption of a Resolution to Delegate Authority to Administer the Subcontractor Substitution Process
The City Council adopted a resolution delegating authority to administer the subcontractor substitution process pursuant to Public Contract Code Sections 4107 to the City Manager or his designee(s) for construction projects administered by the City of Eastvale.

13. CITY COUNCIL BUSINESS
13.1 Adoption of Parks and Recreation Ordinance
Assistant Director of Community Services & Recreation Cordero presented the item and answered related questions.
Mayor McMinn opened the public comment period. Hearing no response, Mayor McMinn closed the public comment period.
On motion of Councilmember Rigby and second by Mayor McMinn, the City Council voted unanimously to introduce Ordinance 25-12 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EASTVALE, CALIFORNIA, ADDING TITLE 20 (PARKS AND RECREATION) TO THE EASTVALE MUNICIPAL CODE.
13.2 Amend Chapter 4.06 of Title and Chapter 2.100 of Title 2 to the Municipal Code to Update Guidelines for Purchasing Goods and Services; Disposition of Surplus Supplies and Equipment; and Administration of Disaster Operations and Relief Purchasing Manager Lopez presented the item and answered related questions.

On motion of Councilmember Rigby and second by Councilmember Dinco, the City Council voted unanimously to introduce the Ordinances entitled:
1. An Ordinance of the City Council of the City of Eastvale, California, Amending Chapter
4.06 of the Eastvale Municipal Code Pertaining to Purchasing Goods and Services; and
2. An Ordinance of the City Council of the City of Eastvale, California, Amending Chapter
2.100 of the Eastvale Municipal Code Pertaining to Disaster Operation and Relief.
