Discussion to Appoint or Hold the General Municipal Elec.on in District 3
Prepared By:
Marc A. Donohue, City Clerk
Recommended Action(s)
Staff recommends that the City Council adopt a resoluon providing for the appointment to the Office of Councilmember represenng District 3 of the City of Eastvale that was to be elected on Tuesday, November 3, 2026.
Summary
The City of Eastvale will hold a General Municipal Elecon on Tuesday, November 3, 2026, for three (3) members of the City Council in District 1, District 3, and District 4. The nominaon period opened on Monday, July 13, 2026, and closed on Thursday, August 6, 2026, at 5:30 p.m. for Districts 1 and 3.
Since the incumbent did not file in District 4, the nominaon period was extended in that district only to August 12, 2026, at 5:30 p.m.
Background
In June 2026, the City Council adopted a resoluon calling for the holding of a General Municipal Elecon to be held on Tuesday, November 3, 2026, for the elecon of three (3) members of the City Council and requesng the Board of Supervisors of the County of Riverside to consolidate and render specified service to the City of Eastvale relang to the conduct of the 2026 Statewide General Municipal Election.
The filing deadline was Thursday, August 6, 2026, at 5:30 p.m. for Districts 1 and 3. The deadline for District 4 was Wednesday, August 12, 2026, at 5:30 p.m. At the close of the nominaon period, the City had received filing papers for three (3) individuals in District 1, one (1) individual in District 3, 12363 Limonite Avenue | Suite 910 | Eastvale, CA 91752 951.361.0900 |

4 and three (3) individuals in District 4. The following individuals qualified for the ballot:

District 3
Clint Lorimore (incumbent)
District 4
Raul Gutierrez
Sara Oswald
Anu Saini
Election Code Section 10229 provides three options to be considered by the governing body (City Council), in the event only one or no nominees filed by the close of the filing period. These options include:
1 .
Appoint to the office the person who has been nominated. 2 .
Appoint to the office any eligible voter if no one has been nominated. 3 .
Hold the election if either no one or only one person has been nominated.
Given that any elecon, which would be held in November, would be uncontested for District 3, staff finds no value in pursuing the third opon. Addionally, the City would incur costs of approximately $30,000 in order to continue with the election in District 3.
The appointment of a City Councilmember must be approved by a majority vote of the City Council.
The person appointed shall qualify and take office and serve exactly as if elected at a municipal elecon for the office. ABer the appointments are approved, the City Clerk shall not accept any filings for a write-in candidate.
Environmental
Not applicable.
Strategic Plan Action - Priority Level: N/A
| Target #: N/A
| Goal #: N/A

If the proposed resoluon is approved, the City would save approximately $30,000 in elecon related costs in the General Fund.
