1. CALL TO ORDER
The regular meeting of the Eastvale City Council Meeting was called to order at 5:30 p.m. by Mayor Yow.
2. ROLL CALL
Present: Councilmembers Christian Dinco, Todd Rigby, Mayor Pro Tem Clint Lorimore, and Mayor Jocelyn Yow.
Absent: Councilmember Mike McMinn.
City Staff
Present: City Manager Mark Orme, City Attorney Erica Vega, and City Clerk Marc Donohue were present at Roll Call. Other staff members were present.

City Attorney Vega stated that there was no reportable action.

Assistant Pastor Brian Caporrimo from Hillcrest Baptist Church offered the invocation.

11. CONSENT CALENDAR
On motion of Councilmember Dinco and second by Mayor Yow, the City Council voted unanimously to approve the Consent Calendar.
11.1 City Council Meeting Minutes
The City Council approved the meeting minutes from the regular meeting on August 12, 2025 and the special meeting on August 18, 2026.
11.2 Warrant Registers: May, June, and July 2026
The City Council approved the payment of warrants as submitted by the Finance Department under Attachments 1, 2, and 3.
11.3 Treasurer's Report: July 2026
The City Council received and filed the City Treasurer's Report.
11.4 Conflict of Interest Code Update
The City Council adopted Resolution 26-42, updating the City's Conflict of Interest Code.
12. PUBLIC HEARINGS
12.1 PLN25-20102 - Density Bonus, Tentative Tract Map 39416, and Major Development Review for Regent Land Company, LLC Residential Development Principal Planner Cerda presented the item and answered related questions. The project applicant was also present to answer related questions.

On motion of Councilmember Rigby and second by Councilmember Dinco, the City Council voted unanimously to continue the item to the November 10, 2026 meeting.
13. CITY COUNCIL BUSINESS
13.1 2026 Business Incentive Loan Program Policy Revisions City Manager Orme presented the item and answered related questions.
Mayor Yow opened the public comment period. Hearing no response, Mayor Yow closed the public comment period.
On motion of Mayor Pro Tem Lorimore and second by Councilmember Dinco, the City Council voted unanimously to adopt the revised Business Incentive Loan Program Policy.
