BACKGROUND:

This public hearing requests City Council action on, and provides El Cajon citizens with the final opportunity to comment on the approval and adoption of, the FY 2023-24 One Year Action Plan to accept, appropriate and expend CDBG and HOME funds. City Council action and public comments are also requested on the proposed minor amendment to the FY 2022-23 ADA Concrete Improvements Project (C1093) to increase the total budget by re-allocating $170,106 in prior year CDBG unallocated funds.

FY 2023-24 One Year Action Plan (CDBG and HOME)
On February 28, 2023, the City Council conducted the first of two required public hearings for the development of the 2023-24 One Year Action Plan. After the public hearing, the City made the draft One Year Action Plan available to the Public for the required 30-day comment period.

The draft plan was made available starting on March 10, 2023 on the City’s website, at the public libraries serving El Cajon residents, and a copy was available at the City’s public counter in accordance with the City’s Citizen Participation Plan. No comments were received during the comment period that ended April 10, 2023. The FY 2023-24 One Action Plan is attached to this report.

CDBG and HOME HUD Allocations
On February 28, 2023, HUD informed the City that the final HUD allocations had been released for FY 2023-24. The final allocations resulted in a .75% increase to CDBG and a 3.61% increase to HOME, with final allocations of $1,228,967 for CDBG and $688,986 for HOME funds.

The February 28, 2023 Agenda Report included contingencies in the event that the HUD allocations were decreased or increased since the final allocations were not available at that time. The following describes the requested adjustments:

The increase to CDBG funding would be added to administrative costs and to the ADA Concrete Improvements Project. The amount of the increase is $9,106, with $1,821 going to administrative costs and $7,285 for 2023 ADA Concrete Improvements Project.

The increase to HOME funding in the amount of $23,976 is being distributed between administrative funds (an increase of $2,397), the required CHDO reserve (an increase of $3,596), and the remaining to housing pool of funds (an increase of $17,983).

The Home of Guiding Hands (HGH) 2023-24 CDBG application final award amount was contingent upon HUD’s eligibility determination. Based on HUD’s determination, HGH decided to withdraw their CDBG application. Since this project consisted of rehabilitation of a single family home, staff recommends these funds be added to the new Emergency Repair Program for the same purpose.

Attachment 1 and 2 of this agenda report include the adjustments that were made to the recommended programs and projects for FY 2023-24, which will become part of the final One Year Action Plan submitted to HUD. After this second public hearing, staff will submit the necessary items to obtain the HUD funds, as described in the Resolution. Staff will work closely with the City Attorney’s Office and Planning staff to ensure that the necessary agreements and environmental reviews are signed and completed in order to start the 2023-24 program year.

CDBG Minor Amendment
Public Works is requesting an increase in the amount of $170,106 for the current FY 2022-23 ADA Concrete Improvement Project (C1093). Staff has identified prior year CDBG unallocated •
•
•
funds that can be re-allocated and appropriated for this purpose. In accordance with the City’s Citizen Participation Plan this proposed change is considered a minor amendment to the FY 2022-23 One Year Action Plan. Staff recommends approving this change to allow for the timely expenditure of CDBG funds.

Public Works is also requesting the approval of Contract Change Order No. 1 for the new CDBG allocation of $170,106 for the ADA Concrete Improvements 2022 project (213021PWCP). This change order includes ADA concrete improvements requested by residents and construction surveying and staking required for the improvements. The City Council awarded a construction contract in the amount of $878,600 to Portillo Concrete, Inc., on August 31, 2022. Council Policy B-4, “Contract Change Orders”, requires approval by City Council if the proposed contract increase exceeds either 25% of the contract amount or $100,000.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

The proposed minor amendment to FY 2022-23 One Year Action Plan and the proposed adoption of the FY 2023-24 One Year Action Plan is exempt from the provisions of CEQA, pursuant to CEQA Guidelines sections 15060(c)(3) and 15378, because it is not defined as a project under CEQA and does not have the potential for causing a significant effect on the environment. Furthermore, the Action Plan is exempt from the provisions of the National Environmental Policy Act pursuant to 24 CFR, Part 58, Section 58.34(a)(3) because it is an administrative action and does not involve activities that will alter existing environmental conditions. Each project within the Action Plan will be reviewed for environmental impact on a project-by-project basis before funding is released.

FISCAL IMPACT:

All CDBG and HOME grant allocations will be used to fund project and program costs pursuant to Federal law. There is no impact to the General Fund. This action accepts, re-allocates and appropriates a total of $170,106 from prior year CDBG unallocated funds to the FY 2022-23 ADA Concrete Improvements Project (C1093), increases the appropriation of the FY 2022-23 ADA Concrete Improvement Project (213021PWCP) for the use of Public Works, and increases the ADA Concrete Improvements 2022 contract (213021PWCP, Bid No. 002-23) by $170,106.

This action also accepts, appropriates and expends a total of $1,228,967 in CDBG allocation funds and $3,054,744 in HOME funds (FY 2023-24 HOME allocation of $688,986 and $2,365,757 in prior year HOME housing pool of funds).

One Year Action Plan
FY 2023-2024
1 Executive Summary
AP-05 Executive Summary - 24 CFR 91.200(c), 91.220(b)

1. Introduction
The City’s process for development of the FY 2023-2024 One Year Action Plan (Action Plan) included coordinating with local non -profit service providers, homeless and fair housing service providers, the Regional Task Force on the Homeless (RTFH), non -profit housing developers, adjacent governmental agencies, other City departments, and the publ ic, to identify emerging trends and needs, and to seek information about services that are available to East County residents that address the priority needs of the Action Plan.

In addition, the City published a “Notice of Funding Availability and Request for Comments,” and notified the maintained list of interested organizations , which include but are not limited to, nonprofit organizations, Continuum of Care, affordable housing developers and other community -based organizations. Technical assistance was provided to agencies and individuals with questions about the application and the Action Plan process. Two public meetings were held at which citizen input was sought and a 30-day public comment period was available. The Notice of the Funding Availability, the Notices of the Public Hearings and the comment period were advertised multiple times in the local newspaper, and all Notices of the Hearings and other activities were placed on the City’s website, posted in the kiosk at City Hall, mailed to the two public libraries, and made available at public counters at City Hall. The Notices included the contact information for City staff that is available to answer questions.

The City also met with representatives from the RTFH (the regional Continuum of Care-designated Collaborative Applicant for HUD's CoC Program funding), the County of San Diego, and other CDBG and HOME entitlement jurisdictions in San Diego on a regular basis to share resources, and to identify and address common issues.

As part of th is Action Plan development, the City conducted outreach to nonprofit agencies, affordable housing providers, and government agencies. The outreach program has been summarized in the Executive Summary and Citizen Participation sections of this Action Plan.

2. Summarize the objectives and outcomes identified in the Plan This could be a restatement of items or a table listed elsewhere in the plan or a reference to another location. It may also contain any essential items from the housing and homeless needs assessment, the housing market analysis or the strategic plan.

The City has extensive housing and community development needs. CDBG and HOME funds alone are not enough to address the many needs identified during the public outreach process. Recognizing the national objectives of the CDBG and HOME programs and specific program regulations, the City intends to use CDBG and HOME funds to coordinate programs, services, and projects to create a decent and suitable living environment to benefit low and moderate income households and those with special needs. Use of One Year Action Plan
FY 2023-2024

The City also receives progress reports from Subrecipients and Project Managers who oversee Capital Improvements projects to gauge performance throughout the fiscal year.

4. Summary of Citizen Participation Process and consultation process Summary from citizen participation section of plan.

Citizen participation is one of the most important components of the Consolidated Plan process. To solicit public input during the de velopment of the Consolidated Plan and the Annual Action Plan, the City published an Application/Notice of Funding Availability process and conducted two public hearings.

Applications for Funding: A “Notice of Funding Availability and Request for Comments” was published in the local newspaper on November 17, 2022 and notified the maintained list of interested organizations, which include but are not limited to, nonprofit organizations, Continuum o f Care, affordable housing developers and other community -based organizations, posted in the City’s kiosk outside of City Council Chambers, mailed to the two El Cajon libraries for posting, and posted on the City’s website. Applications and technical assistance for FY 2023-2024 CDBG funding were available between November 21, 2022 and December 21, 2022. Proof of publication of the Notices and signed verifications are included in Appendix A of this report.

Public Hearings: A Public Hearing before the City Council was held on February 28, 2023 to review eligible applications received for the FY 2023-2024 Action Plan and to accept public input on the proposed Action Plan. A second Public Hearing was held on April 25, 2023 before the City Council to review and adopt the final Action Plan. Public Notices for these hearings were published at least twice beginning at least 14 days prior to the Public Hearings in the East County Gazette, mailed to the two public libraries, posted in the City’s kiosk outside of City Council Chambers, made available in the lobby of City Hall, and posted on the City’s website. Proof of publication of the Notices and signed verifications are included in Appendix A of this report.

Public Review of Draft Documents : A Notice of Public He aring and Notice of Public Review and 30 -Day Comment Period, along with a summary of the One Year Action Plan with a full listing of the activities tentatively approved at the public hearing of February 2 8, 202 3, were published in the East County One Year Action Plan

6 AP-10 Consultation – 91.100, 91.200(b), 91.215(l)

1. Introduction
The City’s process for development of the Action Plan included coordinating with local non-profit service providers, homeless and fair housing service providers, the Regional Task Force on the Homeless, the East County Regional Homeless Task Force, non -profit housing developers, adjacent governmental agencies, other City departments and the public, to identify emerging trends and needs, and to seek information about services that are available to East County residents that address the priority needs of the Consolidated Plan.

In addition, the City published a “Notice of Funding Availability and Request for Comments” and notified the maintained list of interested organizations . Technical assistance was provided to agencies and individuals with questions about the application and annual Action Plan process. Two public meetings were held at which citizen input was sought and a minimum 30 -day publi c comment period was available. The Notice of the Funding Availability and Notices of the Public Hearings and comment period were advertised in the local newspaper. All of the Notices were published in the East County Gazette (local newspaper), deliveredto the two public libraries for posting, posted on the City’s website, posted in the lobby of City Hall, and posted in the kiosk at City Hall. The Notices included the contact information for staff available to answer questions.

Throughout FY 2022-2023, the City consulted with housing developers for potential development opportunities (including affordable housing opportunities). The City also met with representatives from other CDBG and HOME entitlement jurisdictions, the County of San Diego, and the San Diego Regional Alliance for Fair Housing (SDRAFFH) in San Diego on a regular basis to share resources, and to identify and address common issues.

As part of this Action Plan development, the City conducted outreach to nonprofit agencies, affo rdable housing providers, the Regional Task Force on the Homeless and government agencies. The outreach program is summarized in the Executive Summary and Citizen Participation sections of this Action Plan.

Provide a concise summary of the jurisdiction’s activities to enhance coordination between public and assisted housing providers and private and governmental health, mental health and service agencies (91.215(l))
To outreach to various agencies and organizations, the City compiled an outreach list consisting of various organizations, including:
 Nonprofit service providers that serve the needs of low and moderate income households and persons with special needs, including persons with disabilities;  Community-based organizations;
One Year Action Plan
FY 2023-2024
7  Faith-based organizations;
 Affordable housing providers;
 Developers;
 Housing advocates;
 Housing professionals;
 Public agencies (such as school districts, health services, City Departments including Parks and Recreation and Public Works and the County of San Diego);  Businesses; and
 Economic development and employment organizations.

Agencies listed above, but not limited to, were mailed a Notice of Funding Availability and Request for Comments notice. Comments on the development of the One Year Action Plan were requested. Notices of the public hearings and 30-day comment period seeking public and agency input were advertised in the local newspaper, and all Notices of the hearings and other activities were placed on the City’s website, made available in the lobby at City Hall, maile d to the two public libraries for posting, and posted in the kiosk at City Hall. The Notices also included the contact information for staff available to answer questions.

Describe coordination with the Continuum of Care and efforts to address the needs o f homeless persons (particularly chronically homeless individuals and families, families with children, veterans, and unaccompanied youth) and persons at risk of homelessness.

In FY 2022-2023, the City of El Cajon was an active member of the RTFH, attending regular membership meetings, and coordinating with East County agencies and the County of San Diego to address the needs of homeless persons. Significant focus was provided during the year in bringing available resources to chronically homeless individuals and families via targeted outreach. During the year, the City extended the emergency shelter program and the emergency scatter-site motel program (using CDBG-CV funds) to continue to assist families and individuals experiencing homelessness during the coronavirus pandemic. The City also entered into new agreements for services for the homeless including a dedicated Homeless Outreach/Housing Navigator and a reunification p rogram (using other funding sources) .

Furthermore, City Council allocated FY 2023-2024 CDBG funds to East County Transitional Living Center and to Interfaith Shelter Network to continue the emergency shelter programs.

The CDBG outreach list includes homeless service agencies who are members of the RTFH. The RTFH was consulted to provide information on homelessness and resources available and to coordinate efforts with the City to provide the services, including funding for shelter services and the Homeless Outreach/Housing Navigator to address the needs of homeless persons. Several agencies that provide housing and supportive services for the homeless and those at risk of becoming homeless are included on the outreach list and a few submitted applications and/or provided comments. These included Home Start, East County Transitional Living Facility, and Interfaith Shelter Network.

One Year Action Plan
FY 2023-2024
8 Additionally, from the abovementioned, the City of El Cajon conducted two of four scheduled town hall community meetings to address the needs of homelessness. These meetings are scheduled to take place in each of the four (4) districts of El Cajon with the goal of soliciting the community’s input on ideas to create innovative strategies to successfully combat homelessness. Audience to these town hall meetings included community members, persons experiencing or at-risk of homelessness, service providers and other interested organizations.

Describe consultation with the Continuum(s) of Care that serves the jurisdiction's area in determining how to allocate ESG funds, develop performance standards for and evaluate outcomes of projects and activities assisted by ESG funds, and develop funding, policies and procedures for the operation and administration of HMIS Not applicable. The City's allocation from HUD for entitlement grants currently does not include ESG funds. However, the City does coordinate with and support agencies located within its jurisdiction that seek a portion of the County’s ESG funds in support of their applications for those funds.

Expected Resources
AP-15 Expected Resources – 91.220(c)(1,2)
Introduction
Annual allocations: The City of El Cajon is a CDBG entitlement and HOME participating jurisdiction. The City expects to receive $1,228,967 in CDBG funds and $688,986 in HOME funds for FY 2023-2024. The City will also u se $2,365,757 in prior year HOME pool of funds. El Cajon does not receive funding under the Emergency Solutions Grant (ESG) or Housing Opportunities for Persons with AIDS (HOPWA) programs.

Program Income: The City does not anticipate a steady stream of program income over the course of the Five Year Consolidated Plan. On average, the City has received approximately $40,000 from CDBG Program Income (PI) and HOME PI. In both programs, program income received during the year from the repa yment of prior rehabilitation and first time homebuyer loans is authorized by City Council to automatically be re - programmed for additional housing program activities in those same or similar programs from which the funds were originally provided, to the extent possible (Housing Rehabilitation Loan Program for CDBG and Housing Programs Pool of Funds for HOME). Additionally, CDBG and HOME Administration accounts are authorized by City Council to receive the maximum percentage of PI received during the year from repayment as allowed by the regulations adopted by HUD (20% for CDBG Administration and 10% for HOME administration).

Program income that results from activities other than housing program activities will be re-programmed once a project or projects are identified and/or a Notice of Funding Availability will be issued. Any proposed allocations to eligible projects will be brought for public review in a Public Hearing and a substantial amendment to the Action Plan following the City's adopted Citizen Participation Plan. Explain how federal funds will leverage those additional resources (private, state and local funds), including a description of how matching requirements will be satisfied
The extent of needs in El Cajon far exceeds the available funding from the CDBG and HOME programs. Most activities to be purs ued by the City with CDBG and HOME funds will be leveraged with a variety of funding sources, including: grants from State, Federal, and loca l governments; private foundations; capital development funds; general funds; private donations of funds or services; and other various funding source s. For example, the City actively pursues funding under the CalHome program, when staffing resources allow, to expand affordable homeownership for low and moderate income households. Additionally, the City pursued HOME -American Rescue Plan (HOME -ARP) funds to further address homelessness and submitted its City Council adopted plan to HUD on or about March 16, 2023. The City applied for SB-2 (PLHA) funds from the State of California (CA) for the development of afforda ble housing and/or to address homeless concerns and is awaiting response from the CA Department of Housing and Community Development. For new construction, substantial rehabilitation, and acquisition of affordable housing, the City encourages the use of Low Income Housing Tax Credits. Lastly, the City has Low and Moderate Income Housing Asset Funds (LMIHAF) that will be used to supplement the homeless services and programs provided by other funding sources during FY 2023-2024.

Federal match requirements apply to the City's HOME funds. The HOME program requires that for every HOME dollar spent, the City must provide a 25 percent match with non-federal dollars. In FY 2021, the City was granted a 100 percent match reduction such that its match requirement is waived. Nevertheless, the City still maintains an excess in match requirements from previous fiscal years of more than $6.6 mil lion. This excess match will be sufficient to fulfill the City's HOME match requirements for years to come, if not waived in the future.

If appropriate, describe publically owned land or property located within the jurisdiction that may be used to address the ne eds identified in the plan
The City owns and maintains multiple parks and recreation facilities along with rights -of-way throughout the City that may be used or improved to address needs identified in the plan. In addition, City staff has development a sites inventory of vacant and non-vacant sites as part of its 2021- 2029 Housing Element. With staff knowledge of existing conditions and development interests expressed by property owners and developers, sites were identified to help address the needs identified as part of the Plan.

The El Cajon City Council established and activated the El Cajon Housing Authority in March 2011, a new agency, and adopted a resolution to become the Successor Agency for all housing assets and functions acquired or assisted with Low and Moderate Income Housing Funds in January 2012. Although no new Low and Moderate Income Housing funds will be available, the El Cajon Housing Authority has accepted responsibility for the physical housing assets and housing loan portfolio, which may continue to generate income as loans are repaid. The El Cajon Housing Authority will have responsibility for determining the direction and focus of any income generated from original Low and Moderate Income Housing Funds, now known as the Low and Moderate Income Housing Asset Funds (LMIHAF).

Describe the reasons for allocation priorities and any obstacles to addressing underserved needs
The major obstacle to addressing the underserved needs is the lack of adequate funding, especially for affordable housing activities. With the dissolution of redevelopment in California and reduced State and Federal funding levels, the City's ability to ad dress the extensive needs in the community is seriously compromised.

AP-50 Geographic Distribution – 91.220(f)
Description of the geographic areas of the entitlement (including areas of low -income and minority concentration) where assistance will be directed The City has established specific target areas to focus the investment of CDBG funds into the Environmental Justice Areas . In terms of specific geographic distribution of investments, infrastructure improvements and public facilities will be focused primarily in areas with concentrations of low and moderate-income population, however, the ADA Concrete Improvements Project will have a citywide focus. Appendix C contains a map and a list of block groups illustrating the low and moderate -income areas in the City (defined as a block group where at least 51 percent of the population with incomes not exceeding 80 percent of the Area Median Income) and a map showcasing the Environmental Justice Areas in the City of El Cajon.

It should also be noted that the City of El Cajon’s overall low - and moderate-income percentage is 63.97 percent, as set forth in the estimates of the number of low - and moderate-income individuals (LMISD) based on the 2011 -2015 American Community Survey (ACS) associated with the FY 2021 Entitlement CDBG Grantees. Investments in public facilities and services serving special needs populations and primarily low and moderate-income persons will be made throughout the City. Housing assistance will be available to income-qualified households citywide.

Geographic Distribution
Target Area Percentage of Funds

Table 8 - Geographic Distribution

Rationale for the priorities for allocating investments geographically The majority of the City of El Cajon qualifies as a low and moderate -income area. However, given the extensive needs in the community, the City has targeted specific neighborhood for investment of CDBG and HOME funds that fall within the Environmental Justice Areas . Projects continue to be evaluated on case-by-case, based on emergency needs, cost-effectiveness, feasibility, and availability of other funding to address the needs or leverage federal funds.

AP-55 Affordable Housing – 91.220(g)
Introduction
The City plans to utilize both HOME and CDBG funds to support its authorized housing activities, including the Housing Rehabilitation Loan Programs , the Emergency Repair Pilot Program and the First -Time Homebuyer program, as well as, a new affordable housing development project in collaboration with San Diego Habitat for Humanity.

CDBG funds allocated in prior years will be used to fund the continuing Housing Rehabilitation Loan Program for mobile homes. This activity provides loans of up to $20,000 for major repairs including health and safety items. This fund also covers direct program costs for administration of both the HOME and CDBG Rehab programs. HOME Funds allocated in prior years will be used to fund the continuing of the Housing Rehabilitati on Loan Program for single -family residences. This activity provides loans up to $50,000 for major repairs, also including health and safety items.

The First-Time Homebuyer Program is a down -payment assistance program designed to assist first-time homebuyers’ purchase a new, or existing, single-family or condominium home in the City of El Cajon. This program utilizes HOME funds and allows up to $100,000 for condominiums and $150,000 for single-family residences.

The HOME funds are initially allocated to the Housing Programs Pool of Funds, and the City Manager is authorized to move the funds to/between authorized activities as needed. These City programs continue to target the rehabilitation of two (2) mobile homes (using prior year funds) and two (2) single -family homes (using prior year funds), along with the provision of homebuyer assistance to four (4) first time homebuyers annually.

The Emergency Repair Pilot Program will be a new program using FY 2023-2024 CDBG funds. This program provides forgivable loans up to $10,000 for emergency repairs including health and safety items and code violations. This funding is for low-income homeowners, with a focus on seniors and the disabled living in single-family residences and mobile homes in eligible parks. This fund also covers direct program costs for administration.

San Diego Habitat for Humanity (SDHFH) has been authorized by El Cajon City Council to develop a 20 - unit for -sale affordable housing project for homeownership opportunities using HOME funds , in combination with the City’s First-Time Homebuyer Program. This is a multi-phase project and the first step Annual Action Plan

AP-65 Homeless and Other Special Needs Activities – 91.220(i) Introduction
Homeless and homeless prevention services are identified as a high priority need in the FY 2019-2023 Consolidated Plan. The City anticipates spending approximately 60.6 percent of its public service cap on homeless services in FY 2023-2024. Further, in FY 2022-2023, the City allocated 94.5% of its available CDBG-CV allocation to assist the homeless, and those at risk for homelessness, with programs to prevent, prepare for and respond to the coronavirus pandemic. The City has also allocated significant staff time and other non-federal, local funding to address homelessness and other special needs.

As a service hub in the East County area, El Cajon participates in the Regional Task Force on the Homeless, comprised of 18 cities and the County of San Diego, non -profit service providers, and stakeholders. The RTFH has the mission to provide comprehensive data and trusted analysis that empowers the entire region to identify, implement, and support efforts to prevent and alleviate homelessness. The RTFH is comprised of the Continuum of Care (COC), Coordinated Entry System (CES), and Homeless Management Information System (HMIS).

The City also actively participates in the East County Homeless Task Force, which meets regularly to identify solutions to homelessness problems by working collaboratively with all sectors of the East County community.

Describe the jurisdictions one -year goals an d actions for reducing and ending homelessness including
Reaching out to homeless persons (especially unsheltered persons) and assessing their individual needs
The City uses its CDBG funds to complement the RTFH strategy. For FY 2023-2024, the City has allocated funding for the East County Transitional Living Center’s Emergency Shelter Program, and Interfaith Shelter Network's Rotational Shelter Program. Together, these programs are expected to serve approximately 265 homeless persons in FY 2023-2024.

The City has also re-allocated prior year CDBG and CDBG-CV funds to Home Start for outreach and flexible spending funds, such as, subsistence payments and emergency shelter.

Addressing the emergency shelter and transitional housing needs of homeless persons For FY 2023-2024, the City plans to allocate funding for the East County Transitional Living Center's (ECTLC) Emergency Shelter Program and the Interfaith Shelter Network's (ISN) Rotational Shelter Program. The ECTLC program serves the homeless population through direct case management services, shelter beds, and the provision of motel vouchers, referrals to other agencies or other direct assistance. The Emergency Annual Action Plan

41 OMB Control No: 2506-0117 (exp. 09/30/2021)
Shelter Program expects to serve 250 persons. The Interfaith Shelter Network expects to assist 15 persons.

Additionally, the Home Start for outreach and flexible spending funds, such as, subsistence payments and emergency shelter will be funded through CDBG-CV funds.

Helping homeless persons (especially chronically homeless individuals and families, families with children, veterans and their families, and unaccompanied youth) make the transition to permanent housing and independent living, including shortening the peri od of time that individuals and families experience homelessness, facilitating access for homeless individuals and families to affordable housing units, and preventing individuals and families who were recently homeless from becoming homeless again
El Cajon participates in the RTFH's efforts to end chronic and other categories of homelessness. The RTFH coordinates services and funding for the homeless to move people from homelessness to permanent housing. Chronically homeless persons often require rehabilit ation services, employment training and placement, health services, and case management to move from homelessness to transitional housing, and then to supportive/permanent housing. The Continuum of Care Strategy coordinated by the RTFH coordinates a full range of services and facilities to address the needs of families with children, veterans and their families, and unaccompanied youth. The City supports the RTFH's strategy for constructing housing facilities that help transition homeless persons to a stab le housing situation and to receive supportive services that would improve their employment skills.

For FY 2023-2024, the City has allocated funding for the East County Transitional Living Center’s Emergency Shelter Program and Interfaith Shelter Network's Rotational Shelter Program. Together these programs expect to serve 265 homeless persons. Furthermore, the City plans to enter into agreements (through a Request for Proposal) using outside funds for services for the homeless, including a dedicated Homeless Outreach/Navigator and a reunification program. Lastly, the City will continue its active agreement using CDBG -CV funds with Home Start for the provision of homeless outreach services and flexible spending funds, including subsistence payments and emergency shelter.

Helping low-income individuals and families avoid becoming homeless, especially extremely low-income individuals and families and those who are: being discharged from publicly funded institutions and systems of care (such as hea lth care facilities, mental health facilities, foster care and other youth facilities, and corrections programs and institutions); or, receiving assistance from public or private agencies that address housing, health, social services, employment, education, or youth needs.

The City works diligently to expand and conserve its affordable housing inventory; especially affordable rental housing that benefits the extremely low and low-income households who are most at risk of becoming homeles s. In addition, the County of San Diego in collaboration with the RTFH maintains Discharge Coordination Policies for the systems of care it administers, such as discharge from the

AP-75 Barriers to affordable housing – 91.220(j)
Introduction:

The City of El Cajon works to remove barriers to affordable housing and the financial impact of efforts to protect public health and safety by taking actions to reduce costs or provide off-setting financial incentives to assist in the production of safe, high quality, affordable housing.

Actions it planned to remove or ameliorate the negative effects of public policies that serve as barriers to affordable housing such as land use controls, tax policies affecting land, zoning ordinances, building codes, fees and charges, growth limitations, and policies affecting the return on residential investment
For FY 2023-2024, the City has allocated $516,740 in HOME funds for the Housing Programs Pool of Funds for continuing authorized housing activities including the HOME-funded Rehabilitation Programs and the First Time Homebuyer Program. Funds may be moved from the Housing Programs Pool of Funds to these HOME Entitlement programs on an as-needed basis based on market conditions and demand.

The City will also use CDBG funds for the Emergency Repair Pilot Program for emergency repairs benefitting low-income single-family residences and eligible mobile home owners. These programs will assist the City with meeting the goals and objectives as adopted in the Five -Year Consolidated Plan and Housing Element for the City of El Cajon. In addition, for FY 2023-2024, $103,348 in HOME funds will be set-aside for future allocation to one or more CHDOs.

Furthermore, the City's 2021-2029 Housing Element identifies a number of steps the City has or will take during the period to facilitate the development of affordable housing, including:
 Continue to streamline the environmental review process for housing developments, using available state categorical exemptions and federal categorical exclusions, when applicable.  Annually outreach to developers to promote affordable housing development in the City and support the funding applications by developers in their pursuit for affordable housing funds.

Specifically, outreach to developers that are experienced in producing special needs housing.  Annually pursue State, Federal, and oth er funding opportunities, allocate available affordable housing funds to increase the supply of safe, decent, affordable housing in El Cajon for lower income households (including extremely low income households), such as seniors, disabled (including devel opmentally disabled), the homeless, those at risk of homelessness, and farmworkers.
 Expand the City’s affordable housing inventory by 250 units over the next eight years (50 very low income, 50 low income, and 150 moderate income units)
 Continue to evaluat e on a case -by-case basis the potential to convert motels to single -room

Annual Action Plan
2023
45 OMB Control No: 2506-0117 (exp. 09/30/2021)
AP-85 Other Actions – 91.220(k)
Introduction:

Priority needs established in the FY 2019 -2023 Five -Year Consolidated Plan, which form the basis for establishing objectives and outcomes in the Action Plan are as follows:
 Provide Decent and Affordable Housing:
 Conserve and Improve Existing Affordable Housing
 Provide Homeownership Assistance
 Assist in Development of Affordable Housing
 Support Continuum of Care for the Homeless;
 Provide Community and Supportive Services; and
 Provide Community Facilities and Infrastructure.

Actions planned to address obstacles to meeting underserved needs The major obstacle to addressing the underserved needs is the lack of adequate funding, especially for affordable housing activities. With the dissolution of redevelopment in California and reduced State and Federal funding le vels, the City's ability to address the extensive housing needs in the community is seriously compromised.

The City's 2021-2029 Housing Element includes a commitment to annually pursue State, Federal and other funding opportunities to increase the supply of safe, decent, affordable housing in El Cajon for lower income households (including extremely low income households), such as seniors, disabled, the homeless, and those at risk of homelessness. The leveraging of available funds, to the greatest extent possible, will continue.

Additionally, the City of El Cajon will affirmatively further fair housing. By affir matively furthering fair housing, it will provide fair housing services to residents of El Cajon, promoting fair housing practices for sale or rental housing for all and facilitating community awareness. The City of El Cajon will use CDBG and funds to cont ract with CSA San Diego County for FY 2023-2024 in order to provide fair housing and tenant/landlord services to residents.

Actions planned to foster and maintain affordable housing The City of El Cajon works to remove barriers to affordable housing and the financial impact of efforts to protect public health and safety by taking actions to reduce costs or provide off-setting financial incentives to assist in the production of safe, high quality, affordable housing.

For FY 2023-2024, the City has allocated $516,740 in HOME funds to the Housing Programs Pool of Funds for continuing authorized housing activities including the HOME funded Rehabilitation Programs and the

First Time Homebuyer Program. Funds may be moved from the Housing Programs Pool of Funds to these HOME Entitlement programs on an as-needed basis based on market conditions and demand.

In addition, for FY 2023-2024, $103,348 HOME funds will be set-aside for future allocation to one or more CHDOs.

Actions planned to reduce lead-based paint hazards
The City will continue to inform all residents applying for loans or grants through the Housing Rehabilitation Program and Emergency Repair Pilot program about the hazards of lead-based paint. Code enforcement and building inspectors will continue to identify lead -based paint hazards as part of their ongoing activities, if the scope of the complaint allows them into the unit, or if it is a part of an ongoing investigation. The Building Division will continue to b e alert to units that may contain lead -based paint.

They will inform tenants and landlords as part of their inspections.

For the First Time Homebuyer Program, lead abatement is the responsibility of the seller, and the City will not participate in down payment/closing cost assistance on any house containing lead.

Actions planned to reduce the number of poverty-level families The City of El Cajon works with a wide range of public and community social service agencies to meet and address the various needs of the community. In FY 2023, City staff will continue to collaborate internally, as well as with local non -profit advocacy group and other County, State and Federal organizations.

Specifically, the City participates in various regional efforts that involve the collaboration of local jurisdictions, private organizations, and other public and quasi-public agencies to address homelessness, fair housing, and affordable housing issues.

Actions planned to develop institutional structure
The City of El Cajon works with a wide range of public and community social service agencies to meet and address the various needs of the community. In FY 2023, City staff will continue to collaborate internally, as well as with local non -profit advocacy groups and other County, State and Federal organizations.

Specifically, the City participates in various regional efforts that involve the collaboration of local jurisdictions, private organizations, and other public and quasi-public agencies to address homelessness, fair housing, and affordable housing issues.

Actions planned to enhance coordination between public and private housing and social service agencies
The City maintains a contact list of interested parties/potential applicants. Letters or notices announcing the availability of funds are mailed to these interested agencies at least annually, in addition to notices being published multiple times in the local newspaper and the posting of notices at the City's public

In addition, staff attends several local and regional meetings, which include service providers, neighboring agencies and elected officials t o keep abreast of issues affecting the quality of life for El Cajon's low-income residents. The City maintains a web presence and is pro -active in providing technical assistance throughout the year to assist interested citizens and agencies in understanding and applying for El Cajon's CDBG and HOME funds.

In addition, the City is developing enhancements and strengthening its coordination and consultation processes with other agencies, including State and local public agencies, the Regional Task For ce on the Homeless, the East County Homeless Task Force and others, to ensure that needed services and funding for homeless and other services are directed to the East County region and to El Cajon residents specifically. The City will continue to work with these and other agencies and organizations to strengthen coordination, assess gaps in the delivery of services, develop strategies to overcome those gaps, and to carry out the goals and objectives of the Annual Action Plan.

Dear Mr. Dorado:

Subject: HOME Investment Partnerships Act Program (HOME) Program Request to Increase Median Area Purchase Price Limit
This letter is in response to the City of El Cajon’s request on May 31, 2022, to use the City’s determined 95 percent of median area purchase price for the HOME program (established in accordance with a market analysis of a survey of a sufficient number of recent housing sales) rather than the FHA single family program data for the San Diego area.

The HOME program regulations at 24 CFR 92.254(a)(2)(iii) provides guidance when requesting an increase to the median area purchase price. The following information must be submitted to HUD for review:
(A) The 95 percent of median area purchase price must be established in accordance with a market analysis that ensured that a sufficient number of recent housing sales are included in the survey.
(B) Sales must cover the requisite number of months based on volume: For 500 or more sales per month, a one- month reporting period; for 250 through 499 sales per month, a 2- month reporting period; for less than 250 sales per month, at least a 3-month reporting period. The data must be listed in ascending order of sales price. (C) The address of the listed properties must include the location within the participating jurisdiction. Lot, square, and subdivision data may be substituted for the street address. (D) The housing sales data must reflect all, or nearly all, of the one- family house sales in the entire participating jurisdiction.
(E) To determine the median, take the middle sale on the list if an odd number of sales, and if an even number, take the higher of the middle numbers and consider it the median.

After identifying the median sales price, the amount should be multiplied by 0.95 to determine the 95 percent of the median area purchase price.

The City of El Cajon submitted an analysis that provided the sales activity for both single family homes and condominiums for three (3) months prior to the date of the request. The median value for single-family residences was determined based on 115 single-family residences sales during the three-month period between February 18, 2022, and May 18,2022. The median value for condominiums was determined based on 48 condominium sales during the three-month period between February 22, 2022, and May 11,2022. The data and median figures are acceptable to the Department. Based on the data submitted, the median sales price for single family homes was $760,000 while the median sales price for condominiums was $440,000.

Taking these figures, multiplied by 95 percent, the adjusted median area purchase price limit are as follows:

Single family homes $722,000
Condominiums $418,000
