City Council
Agenda Report
Agenda Item 18.

DATE: May 14, 2024
TO: Honorable Mayor and City Councilmembers
FROM: Yazmin Arellano, Director of Public of Works
SUBJECT: Traffic Calming Request for Taft Avenue
RECOMMENDATION:

That the City Council adopts the next Resolution, in order, to:

Establish permanent stop signs on Taft Avenue at the intersections of Pauline Avenue and Renette Avenue; and

1. Install new roadway striping along the entire length of Taft Avenue from Washington Street to the southerly terminus, including Herbert Street.

2. BACKGROUND:

At the March 12th and April 23rd Council meeting, residents of Taft Avenue requested the City Council to install traffic-calming measures, including the installation of speed humps and stop signs on Taft Avenue in the area where recent traffic collisions have occurred. The residents have expressed concern about vehicles traveling at excessive speeds on Taft Avenue and a recent collision involving a vehicle losing control at the cross gutter dip at Pauline Avenue, going airborne, landing in a residence's yard, and colliding with parked vehicles.

After these requests, the Police Department deployed the radar speed feedback trailer on Taft Avenue to remind drivers of the 25 MPH residential zone speed limit. In addition, the Police Department recently conducted speeding enforcement along Taft Avenue, issuing speeding and stop sign running tickets on Taft Avenue and Renette Avenue. Public Works staff received vehicle speed data revealing that the 85 th percentile speed was 22 MPH.

Taft Avenue is a north-south residential street that extends from East Main Street approximately 5,036 feet south to its terminus point at Herbert Street. Taft Avenue has a residential speed limit of 25 miles per hour per California Vehicle Code Section 22352, "Prima Facie Speed Limits." The intersection of Taft Avenue and Pauline Avenue is uncontrolled, with a deep drainage dip that leads to an open channel on the west side. Two-way “Stop” signs on East Renette Avenue control the intersection with no stop signs on Taft Avenue.

Although these two intersections do not satisfy all the required stop sign traffic volume and accident history warrants per the California Manual on Uniform Traffic Control Devices (CAMUTCD), the deep drainage dip coupled with the need to reduce the speed of vehicles that are traveling in excess of 25 miles per hour, are justification for this installation. All-way stop signs are a traffic-calming measure to help reduce speeds near these intersections and help facilitate pedestrian and traffic flow.

Staff recommends installing double-yellow centerline and shoulder edge striping to narrow the travel lanes on the entire length of Taft Avenue. This safety measure has shown that it can reduce vehicle speeds along a roadway and enhance movement and safety for all modes of travel. It has recently been installed on Bostonia Street and Dorothy Street.

Additionally, staff will collect additional traffic volume and speed data after the stop signs and striping are installed and determine if additional traffic-calming measures are required.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

The proposed project is exempt from the California Environmental Quality Act ("CEQA") pursuant to State CEQA Guideline section 15301(c) as it is a minor alteration to an existing public street involving negligible or no expansion of an existing use.

FISCAL IMPACT:

Approximately $7,500 for the installation of all-way stop signs, pavement legends, and new roadway striping. This cost is budgeted in the Fiscal Year 2023-24 Traffic Safety Calming project (233790PWCP).

City Council
Agenda Report
Agenda Item 19.

DATE: May 14, 2024
TO: Honorable Mayor and City Councilmembers
FROM: Bent Koch, Fire Chief
SUBJECT: Fire Engine Funding and Purchase to Implement Engine 208 Plan RECOMMENDATION:

That the City Council adopts the next Resolution, in order, to:

Re-appropriate $1,000,000 from the San Diego River Conservancy Grant (WEAP21) from Task 3 (Wildfire and Forest Resilience Program) to Task 7 (Fire Hazard Mitigation Equipment);

1. Re-allocate and re-appropriate $500,000 of the American Rescue Plan Act (ARPA) funds from ARP08 (Economic Development) to ARP22;

2. Approve the capital expenditure for the purchase of a new Fire Engine for a not-to-exceed amount of $1,500,000, and authorize the Purchasing Agent, in accordance with Municipal Code section 3.20.010(C)(5), to execute an agreement for the capital expenditure, using a cooperative, for the purchase of a Fire Engine (Engine) for a not-to-exceed amount of $1,200,000 and outfitting costs for this Engine in a not-to-exceed amount of $300,000.

3. BACKGROUND:

On February 22, 2024, the City Council conducted a workshop to review the "2023 Community Risk Assessment" and "Standards of Coverage" reports and provide direction to staff on the implementation of several options presented. The option that the City Council directed staff to pursue was the creation of another 24-hour engine company in the short-term. The intent of the additional engine company is to reduce call volume loads from existing response units (primarily from Stations 6 and 8) and to reduce the City's dependence on automatic aid from neighboring fire jurisdictions. Since the workshop, staff has developed a plan to accomplish the goal of operating a new Engine in the City and has already begun implementation of the tasks identified in the plan. Staff is working on the many aspects of this plan and have come up with the initial list of items to procure; the largest item being a new Engine. Ordering a new Engine expeditiously is crucial due to manufacturing lead times. Adding a new Engine to the fleet will require finding an available Engine and then outfitting the Engine after it is procured. The anticipated Engine price is approximately $1,200,000 with outfitting costs around $300,000.

Pierce Manufacturing, Inc. (Pierce) has historically been the supplier of standardized Engine equipment for Heartland Fire and Rescue fleet because the equipment has proven to be reliable with minimal downtime for repairs. South Coast Fire Equipment is the exclusive dealer of Pierce Engines. Fire management staff have located an Engine, through South Coast Fire Equipment, which would be available for delivery within approximately six months. Heartland Fire and Rescue staff have also looked at additional manufacturers in an effort to alleviate the .!!!!_ Valley of opportunity

availability and lead time issues with Pierce Manufacturing. This includes working with Emergency Vehicle Group (EVG) to locate an Engine from Spartan Fire LLC (Spartan). The EVG option is anticipated to take approximately seven months for delivery with another two additional months for outfitting. The Fire department's preferred option is to go with a Pierce engine, and with a Spartan engine as an alternative.

Staff recommends this purchase be made in accordance with Municipal Codes section

3.20.010(C)(5) which authorizes the City Council to acquire equipment without competitive bidding due to special circumstances where it is in the City’s best interest to waive the bidding requirement.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

The proposed purchase of a fire engine and outfitting equipment is exempt from the California Environmental Quality Act (CEQA) in accordance with State CEQA Guidelines section 15378, because it does not meet CEQA's definition of a “project,” in that it does not have the potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment.

FISCAL IMPACT:

This action authorizes a $1,500,000 expenditure for the purchase of a Fire Engine, including outfitting. This action will reprogram the following existing appropriations: 233794PWCP – Wildfire and Forest Resilience Program general project expenditures will be reduced by $1,000,000 and 251580, WEAP21 – Task 7 will be increased by $1,000,000. In addition, $500,000 will be de-appropriated from ARPA (Fund 201) ARP08 – Economic Development and re-appropriated to ARPA (Fund 201) ARP22 for the purchase of a Fire Engine, including outfitting.

Agenda Item 20.

DATE: May 14, 2024
TO: Honorable Mayor and City Councilmembers
FROM: Ryan Villegas, Senior Management Analyst
SUBJECT: Update on the Business Facade Grant Program & Funding Repairs at 405 E. Lexington Avenue
RECOMMENDATION:

That the City Council adopts the next Resolution, in order, to:

Reallocate ARPA funds up to $962,871 from Economic Development (ARP08) and $287,129 from Small Business Incubator (ARP20) to Business Facade Grant Program (ARP21); and

1. Appropriate up to $300,000 of General Fund Carryover Reserves to the Fiscal Year 2023-2024 Public Works Facilities Maintenance (101550) Annual Budget for building improvements at 405 E. Lexington Avenue.

2. Alternatively, if the City Council wishes to keep the Business Facade Grant Program funding at the same level, staff recommends that it provides feedback on a rubric to allocate funding.

BACKGROUND:

Business Facade Grant Program
On January 9, 2024, the City Council authorized the allocation of $500,000 in American Rescue Plan Act (ARPA) funding for a Business Facade Grant program aimed at improving the exteriors of businesses in El Cajon. Three grant categories were established:

Signage ($20,000 max),

Exterior Paint ($15,000 max), and

Window Repair ($1,000 max).

The City accepted applications from February 29 through May 1, 2024, with a total of 150 applications received:
97 sign applications (~$1,232,000),

41 paint applications (~$432,000), and

12 window applications (~$11,000).
.!!!!_ Valley of Opportunity
•
•
•
•
•
•
The total amount requested through the program is approximately $1,675,000, far exceeding the $500,000 allocated for the program. It is important to note that businesses whose proposed facade improvement includes signage assistance, and such assistance falls below the grant maximum, are eligible to seek a reimbursement of City permit fees paid for the work, so long as the total grant award for signage does not exceed the grant maximum (that is, $20,000). The total amount of permit costs are estimated to be $75,000.

Staff offers three options for City Council's consideration regarding the grant program:

Allocate an additional $1.25 million in ARPA funding to the Program, bringing the total allocation to $1.75 million. This would allow all businesses that meet the minimum qualifications to receive funding, resulting in about 150 improvement projects. The additional $75,000 would cover permit fees for the 97 businesses in the sign category.

1. Maintain the $500,000 that was initially allocated to this program, allowing about 44 projects to be funded. If this is the course of action, staff recommends that the City Council provide feedback on criteria to be used in a rubric to score and award the most qualifying businesses for the program. This rubric would be based on the parameters outlined in the program details that all applicants reviewed prior to submitting their applications, which would include having an active business license, having high visibility from the public right-of-way, and conforming to the City's sign ordinance in Municipal Code section 17.190.210, among other specifications.

2. Consider a combination of both options. For example, increasing the program fund to $1 million and providing feedback on a rubric.

3. Regardless of which approach the City Council selects, applicants will be notified by May 31st on the determination of their application.

Business Incubator / Property at 405 E. Lexington Avenue In December 2023, staff allocated $2.75 million in ARPA funding for the purchase of the property at 405 E. Lexington Avenue to serve as the location for a business incubator program.

From these funds, $2,462,871 were expended on the purchase of the building, leaving a balance of $287,129 for necessary building improvements. Due to the narrow guidelines of how ARPA funds are to be used, staff recommends reallocating $287,129 in ARPA funds for this project and appropriating $300,000 of General Fund Reserves for the necessary improvements, if the City Council wishes to fund building repairs relying on General Fund Reserves.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

This is exempt from the California Environmental Quality Act (CEQA) because it is not a "project" under Section 15378 (b)(5) of the State CEQA Guidelines. Funding changes or new priorities may require environmental review, which will be addressed prior to project approval.

FISCAL IMPACT:

Approval of this action reallocates $1,250,000 million of existing appropriations to the Business Facade Grant Program (ARP21). Additionally, General Fund appropriations (Public Works Facilities Maintenance -101550) will increase, and reserves decrease, by $300,000.

DATE: May 14, 2024
TO: Honorable Mayor and City Councilmembers
FROM: Gary Kendrick, Councilmember & Phil Ortiz, Deputy Mayor SUBJECT: Panhandling Signs
RECOMMENDATION:

That the City Council considers changing the City's panhandling signs with different messaging.

BACKGROUND:

About six years ago, the City installed "No Panhandling" signs at major intersections. Since the initial signs, the City Council modified the message on the signs. We believe that the "No Panhandling" signs are intended for motorists that may be considering giving money to those that are panhandling. We believe that it is time for the City Council to have a discussion about other messaging on the signs and would like to direct staff to bring back options for City Council consideration.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a “project” under Section 15378(b)(5) of CEQA Guidelines.

The action involves an organizational or administrative activity of government that will not result in a direct or indirect physical change in the environment.

FISCAL IMPACT:

None.
