An Adjourned Regular Joint Meeting of the El Cajon City Council/Housing Authority/ Successor Agency to the El Cajon Redevelopment Agency, held Tuesday, May 14, 2024, was called to order by Mayor/Chair Bill Wells at 7:00 p.m., in the Council Chambers, 200 Civic Center Way, El Cajon, California. This meeting was adjourned from the Adjourned Regular Joint Meeting held at 3:00 p.m., Tuesday, May 14, 2024, by order of the El Cajon City Council/Housing Authority/Successor Agency to the El Cajon Redevelopment Agency.

100. Nine Unit Density Bonus Residential Development
RECOMMENDATION:
That the City Council:
1. OPENS the Public Hearing and received testimony;
2. CLOSES the Public Hearing;
3. MOVES to adopt the next Resolution, in order, ADOPTING the Mitigated Negative Declaration; and
4. MOVES to adopt the next Resolutions, in order, APPROVING GPA-2023-0001, ZR-2023-0001, TSM-2023-0012, and SDP-2023-0001, subject to conditions.
DISCUSSION
Community Development Associate Planner, Spencer Hayes, provided a summary of the Item.
Mayor Wells opened the Public Hearing.
Vince Kattuoula, representing Avocado 237 LLC, shared information about the upcoming project.
MOTION BY WELLS, SECOND BY METSCHEL, to CLOSE the Public Hearing.

Discussion ensued among Council and Staff concerning the following:
• Parking availability for the proposed project;
• Gate accessibility; and
• Some units available to low income applicants.
MOTION BY ORTIZ, SECOND BY METSCHEL, to ADOPT Resolution No. 060-24, to ADOPT the Mitigated Negative Declaration for a Nine-Unit Common Interest Residential Project; Adopt Resolution No. 061-24, approving General Plan Amendment No. 2023-0001; Adopt Resolution No. 062-24, approving Zone Reclassification No. 2023-001; Adopt Resolution No. 063-24, approving Tentative Subdivision Map No. 2023- 0012; and Adopt Resolution No. 064-24, approving Site Development Plan Permit No. 2023-0001, for a condominium project on the Northeast corner of East Main Street and Oakdale Avenue.
