Reallocation of Residual ARPA Funds
RECOMMENDATION:

That the City Council accepts the reallocation of residual funds from ARP21: Business Façade Grant to ARP17: Street Camera System for the purchase of additional Flock Cameras.

Special Joint Meeting: El Cajon City Council/Housing Authority/ November 19, 2024 Successor Agency to the Redevelopment Agency - 221 - 2:00 p.m.

ADMINISTRATIVE REPORTS: (Item 6 - Continued)

DISCUSSION
Senior Management Analyst, Ryan Villegas, provided detailed information of the Item.

Discussion ensued among Council and Staff concerning the following:
• Flock camera benefits for the citizens;
• Funding for cameras is from a different budget than the Police officer budget; and • Expanding coverage and protection in the city by the purchase of additional flock cameras.

Councilmember Goble brought forward a request to use some of the residual ARPA funds for St. Paul Senior Services, and a request to use some of the residual ARPA funds from AMIKAS for additional sleeping cabins at Meridian Church. Councilmember Goble asked City Manager Mitchell to expand on what options would be viable to spend $15,000 from the roughly $67,000 residual ARPA funds.

City Manager Mitchell clarified for the City Council that ARPA funds could not be used at AMIKAS because they are not allowed to expand the footprint for the sleeping cabins, at this point. The City Manager added that providing funding to St. Paul Senior Services could be an option, as long as the City opens the funding application period to everyone who may qualify. It would then be awarded on a first come-first served basis, as a previously existing business grant.

Discussion continued among Council and Staff regarding what the process and timeline would look like if an application period was considered and opened for the business grant.

City Attorney Foley reminded the City Council that the option to fund projects for anything other than the agendized projects could not be considered at the present meeting.

Deputy Mayor Ortiz expressed concern for a perception from the public of impropriety or favoritism if monies are held back at this point of the process.

After consideration of the timing and process that would be needed to allocate money for St. Paul Senior Services, Councilmember Goble withdrew the previously stated requests.

Councilmember Metschel stated that she has contacts that may be able to help with the needs from the St. Paul Senior Services. An offer to share such information with Councilmember Goble was made.

No public comment was received for the Item.
